International student conference „Safety in local communities-legal and criminological perspectives“’, Podgorica., 4 April 2018 (What citizens think about the police, 2005): • Goal – to apply a preventive problem solving strategy. • Tackle crime and develop the partnership between the police and the public. • Residents‘ feedback = important factor. • Police was traditionaly anonymous, nowadays open debate. • Interactive relationship between the police and the public. • To match police activities with community expectations.

International student conference „Safety in local communities-legal and criminological perspectives“’, Podgorica., 4 April 2018 • (Neighborhood organizations and resident assistance to police, 2011): • Increased crime influenced disconnection between police and community. • To more effectively integrate police into the community. • Both police and community share responsibility of public safety. • Well-established relationship between high neighborhood levels of social control and low crime rates. • The effective police work is based on community assistance.
Active and passive community involvement in public safety II. International student conference „Safety in local communities-legal and criminological perspectives“’, Podgorica., 4 April 2018 • (Neighborhood organizations and resident assistance to police, 2011): • Active programs - require residents to confront criminals or criminogenic situations directly: • citizen patrols– trained volunteers to patrol neighborhoods and prevent criminal activities. • Escorts programs– resident volunteers work with police in high-risk neighborhoods to protect students on their way to and from school. • Neighborhood watches (passive)– residents monitor their neighborhoods and report suspicious persons or incidents to the police. • Neighborhood organizations – volunteers, involvement in all activities in the neighborhood. • Problem – many residents have little interest in becoming involved in policing efforts, and police is unable to organize and sustain community involvement. • Social cohesion – residents who are actively involved in community life are more likely to cooperate with the police.

Conclusion • 50% women are willing to participate in educating children and adults. • 50% 18-30 year old are willing to participate in educating children and adults. • 50 % 46-60 year old are willing to participate in protecting the neighbourhood. • 45% men are willing to participate in protecting the neighbourhood.
