ESIF NGES Overview • ESIF is the Emergency Services Interconnection Forum within ATIS (Alliance for Telecommunications Industry Solutions) • The Next Generation Emergency Services (NGES) Subcommittee of ESIF was created at ESIF 17 (March 2006) • ESIF NGES Co-Chairs: • Anand Akundi (Telcordia Technologies) • Christian Militeau (Intrado) • Participation in the ESIF NGES Subcommittee requires ATIS/ESIF membership
ESIF NGES Goals • The NGES Subcommittee is focused on issues related to next generation network emergency services (i.e., VoIP, IMS, FMC, etc.) • Provide Industry Liaisons with global SDOs to communicate ESIF requirements, clarify directions, and respond to queries on “North American” emergency service issues • Provide standards development coordination for next generation emergency services with other ATIS Committees (NGN Focus Group, PTSC, WTSC, etc.) • Develop Technical Reports (Stage 1) and Technical Specifications (Stage 2) as requested by the ESIF membership • Research and make technical recommendations on the use of other standards and specifications as requested by ESIF and NENA
ESIF NGES Activities • Issue 48 – NG9-1-1 Service Coordination • Ensures that ESIF is coordinated with other global SDOs with respect to NG9-1-1 standards activities • The NGES Subcommittee has identified members that can participate in and/or monitor various standards bodies/activities • The ESIF NGES goal is to ensure that other global SDOs are aware of NG9-1-1 standards activities being done at ESIF and NENA for North America and vice-versa
ESIF NGES Activities • Issue 49 – Technical Framework on Emergency Services Network for the NGN • A Technical Specification for the NGN Framework with input from other ATIS Committees (e.g., PTSC, WTSC) • Include input from Stage 1 Requirements and Stage 2 NG9-1-1 Standard from NENA • Include input from other SDOs (3GPP, 3GPP2, TISPAN, IETF, etc.) • This document will also be sent via “liaison” to other global SDOs for input during 2007
ESIF NGES Activities • Issue 50 – Location Acquisition and Location Parameter Conveyance • Based on liaison request from the NENA VoIP Location WG to look for the definition of the V0 interface protocol (NENA i2 Standard) and for providing ESIF recommendations on location determination solutions • LIS (Location Information Server) Requirements were provided by NENA for the analysis • Initial Technical Report created: • Evaluated six (6) candidate protocols from different SDOs against the NENA Requirements • Summarized location determination analysis in representative cross section on access network technologies • Described generic location parameter conveyance architecture
ESIF NGES Activities • Issue 50 – Location Acquisition and Location Parameter Conveyance (continued) • The Technical Report Draft was distributed by liaison 010407-037 to multiple SDOs for comments request in January 2007: • Comments received and evaluated • Document now being recast as final ESIF recommendations for publication by ATIS in Spring 2007.
ESIF NGES Activities • New Issue – NENA i2 and IMS emergency services interoperability • Joint ESIF/NENA liaison to 3GPP/3GPP2 requested explicit support for two key scenarios • 3G access network used to make non-IMS VoIP emergency call • Non-3G access used to make IMS emergency call • Responses from both SDOs indicated scenarios were “out of scope” for their activities • Both SDOs recommended that ESIF/NENA define their own use case solutions • ESIF NGES will investigate, evaluate, and seek feedback on possible solutions • Initial investigation attempting to establish the feasibility of the second scenario. Liaison to 3GPP/3GPP2 being sent to confirm.
ESIF NGES Activities • New Issue – Location Parameter Conveyance standardization • Outcome from Issue 50 liaison activities: • Location Parameter Conveyance concepts, LIS-ALE (Location Information Server - Access Location Entity) architecture and the FLAP (Flexible LIS-ALE Protocol) being described in the Technical Report • There was no feedback indicating that duplicate effort is currently occurring in other global SDOs • There was no feedback indicating that any SDOs desired the pursuit of formal definition of a location parameter conveyance protocol • ESIF NGES will initiate activities around the formal specification of the architecture and related protocols: • ESIF NGES will identify correct ATIS Committees for input • Establish liaison and collaborative framework for standardization
