Status of implementation • Today, we have a better understanding of legal and enforcement measures, • We know more about gaps between steps taken and what is needed to reduce the risks of non-state actors obtaining WMD, means and related materials, • Awareness of the resolution and integration of its obligations in national policies has grown, but • We also know that goals of the resolution require further attention by the Security Council and more intensive action.
Status of implementation • Work of the Committee has moved from awareness-raising to emphasize on implementation and capacity building, and • States have begun to submit, or develop, national actions plans for implementation.
Enhancement of cooperation • The Committee looks to international and regional organizations as the source of lessons learned, good practices and emerging standards, • It supports States working with regional organizations, such as OSCE, OAS, AU, ASEAN, CARICOM and other regional and sub regional arrangements, and • The Committee also supports States with the active cooperation of some international organizations such as IAEA, and will enhance its cooperation with OPCW and WCO, among others.
Assistance • In the past, assistance requests proved to general to become basis for discussion and further implementation, • The Committee developed template for assistance-requests, designed to make proposals more effective, • The probabilities of finding partners for technical cooperation have increased, • The Committee has to go beyond its clearing house role and begin matching partners for technical cooperation projects, and • The availability of financial support should increase through international mechanisms such as a code at the “UN Trust Fund for Global and Regional Disarmament Activities”
Projects that could be covered • Capacity building for implementation by States or regions, • Organization of meetings among potential partners for TA, • Assignment of 1540’s Points of Contact in international, regional or sub regional bodies, • Development of regional approaches, • Facilitation of regional or country visits in order to identify steps or prepare assistance proposals, and • Hiring temporary support in order to contribute to national implementation.
2009 Comprehensive Review • Assess the evolution of risks and threats, • Address critical issues that have not yet been resolved, • Identify gaps in the implementation of 1540, and • Identify possible new approaches for the implementation of the resolution.
