EGNOS added value in the regulated Tracking and Tracing Services for Livestock Transport “EGNOS/Galileo services benefiting to regulated applications”, Brussels 10.06.2009 Vereinigung High Tech Marketing - HiTec Andrea Kurz email: ak@hitec.at
Contents • Market environment • EGNOS tracking & tracking services • Main results • Market analysis outcomes • Recommendations
Market environment • Livestock Transport: regulation calling for “guaranteed satellite-based signal” • “Regulation 2005/1/EC on “animal protection during transport and related operations” • livestock transported for more than 8 hours • all trucks to be equipped with a GNSS unit starting Jan 1st 2009 • regulates the on-board system that controls microclimate and the distance travelled without breaks • the regulation explicitly mentions a “guaranteed satellite-based signal”, yet trucks are currently equipped with GPS technology (best effort) • June 2008: JRC issued final technical specifications report – present version makes reference to GNSS (GPS/GLONASS/GALILEO, EGNOS is not mentioned) • December 2008: ITS action plan addresses eFreight and the provision of “en route” information on the location and condition of transported goods (especially dangerous goods and live animals) with EGNOS/Galileo and RFID technology • EC impact assessment study on travelling times and space allowances (unchanged since 1995) - ongoing
EGNOS CS via SISNeT in the OBU TemperaturSensor DoorSensor EGNOS tracking and tracing services Main elements of the architecture: • On-Board Unit + Positioning, Door & Temperature Sensors • Service Centre Core Infrastructure • User Interface
Main results • The I-10 OBU used by GMV for the MENTORE demo is compliant with the Council Regulation (EC) 1/2005. The System • provides transporters with a tool to facilitate compliance with animal welfare requirements in transportation • contributes to decreasing the administrative burden for transporters and competent authorities • will enable the competent authorities to perform more targeted, effective and efficient controls on such transports and will ensure the uniform enforcement of the regulation in the EC • No significant difference found with respect to GPS accuracy / availability since long distance journeys are mainly suburban • If GNSS information will be used to fine in case of infringement of law, EGNOS provides the integrity information necessary and a service guarantee
Market analysis scenarios • Market Scenarios • Scenario 1: Regulation prevents long-term livestock transports almost entirely • Scenario 2: Regulation allows long-term livestock transports if satellite-based tracking and tracing is in place (comparable to today’s situation) • Scenario 3: Regulation requires a certified and guaranteed satellite-based tracking and tracing for long-term livestock transports (EGNOS/Galileo). • Market Evolution Paths • Scenario 1 • Scenario 2 • Scenario 3
Market analysis outcomes • Market Scenarios 1 + 2 • Tracking & tracing services based on EGNOS OS • No direct revenues based on positioning service • Most probably the LSP is the ASP for livestock services • Market Scenario 3 • Tracking & tracing services based on EGNOS CS • Direct revenues are generated based on a certified and guaranteed positioning service • Allows a positive business case if one LSP is serving all Europe • Main cost driver for the service operator is the service centre infrastructure
Market analysis outcomes • LSP profitable if operating several application in parallel or alone • Regulatory Body to specify its need for guaranteed service and integrity
Recommendations • in spite of existing regulation currently no clear opportunities for EGNOS CS • market feedback shows that GPS / EGNOS OS is considered sufficient • the standard does not specify use of EGNOS • in the short-term EGNOS OS can be used to prepare the market for Galileo • long term goal: regulation foreseeing Galileo • even in the case EGNOS CS role will be enforced, market volume will be rather limited and viable only in combination with other services • increasing interest towards GNSS technologies for food safety • perishables/ cold chain tracking • integration with Precision Livestock Farming • review opportunities for EGNOS in food safety - EGNOS OS or EGNOS CS?
