JHL / Jens H Laustsen April 2006 CONCERTED ACTIONS After 1-year of preparations, we started these actions in a 2 days workshop in Rome on the 25th and 26th of January 2005 85 persons participated in Rome representing 24 countries, the Commission, and CEN standardisation. Since then 3 workshops and participation is growing From each country 3 specialists are appointed to participate in the different themes covered by the Concerted Action Members typical from Ministries or National Energy Agencies Major task for CA is to share information and experiences and to develop common solutions and to convergence in the countries 8 workshops are planed all in all

To promote good practice concepts in activities required of Member States for implementation of the EPB Directive. To create favourable conditions for an accelerated degree of convergence of National procedures in EPBD related matters. To complement the work of the Energy Demand Committee (Article 14 of the EPBD) and its ad-hoc group on CEN standards and Certification.

JHL / Jens H Laustsen April 2006 New Rules in Denmark New Calculation Method Energy Performance in Buildings - (SBi) finalised in October 2005 computer programmes December 2005 New Buildings Code - (EBST) sent out in June 2005 New Act on Promotion of Energy Savings in Buildings presented in Parliament 30th of March 2005 approved unanimous in parliament June 2005 All in Act since 1 January 2006 (1 April - August)

JHL / Jens H Laustsen April 2006 New Building Regulations in Dk Use Energy Performance Reduce energy demand with 25 - 30 % (5,5 l. pr. m) Introduce: low energy class 2=> 75 % (4,0 l. pr. m) low energy class 1=> 50 % (2,5 l. pr. m) Demands for components too Demands for all major rebuilding / improvements: both large and small buildings New demands for calculation and permits

One-Family Houses: many each year keep it simple Multifamily Houses: whole building incl. typical flats Public Buildings Trade & Services: different buildings and use can be very complicated

JHL / Jens H Laustsen April 2006 Energy Labelling of buildings Energy Labelling of buildings by construction, sale and renting and regular for large buildings and all public buildings Will be valid for 5 years Focus on renovation of building or building parts Focus on extra costs by exchange (windows, boilers) More focus on heating systems and renewable energy Focus on longer term, not just after buy/take-over Implementation of savings and supporting activities

JHL / Jens H Laustsen April 2006 Energy Certification - New Buildings New Building Regulation in January 2006 (April): Energy certification just after construction Control based on Building Codes, pipe insulation etc. Focus on low energy houses or passive houses No real investments possible in new houses Help for buyer or renter of new house Will be a part of building authority approval for use Enforcement of regulation Control => competition on same conditions (no cheat !)

JHL / Jens H Laustsen April 2006 Energy Efficiency Action Plan The EPBD implementation in Denmark is a part of a national action plan for energy efficiency: Agreed by a very large majority in parliament Took the implementation of EPBD further 5 years, small buildings, regular inspection etc. Mandatory to implement savings in public sector National targets for yearly savings Proved new energy savings ! Enlarged savings by the supply companies Collaboration between all major actors Industry, supply companies, installers, NGOs
