Introduction Whowe are • Business France is the French government agency supporting the international development of the French economy. It was founded on January 1st 2015, through the merger of the Invest in France Agency (IFA), and UBIFRANCE, the French Trade Commission. • Business France falls under the authority of three ministries: the Ministry for the Economy, Industry and Digital Affairs; the Ministry of Foreign Affairs and International Development; and the Ministry for Housing, Regional Equality and Rural Affairs.

Public policies Greentech verte : a governmental initiative • On September 8th 2016, the French Ministry of Environment launched a new incubator dedicated to supporting digital cleantech startups involved in the following fields : • Energy performance • Renewable energies • Sustainable buildings • Green transports • Risks management • Environment and health • Biodiversity • Circular economy
Public policies Greentech verte : a governmental initiative • This incubator will also provide financial resources and support to the startups that won the Ministry´s calls for projects and hackathons organized in 2016. Public policies France´s research tax credit : the best in Europe ! • Open to all companies, it covers 30% of all R&D expenses up to €100 million, and 5% above this threshold • It covers not only R&D spending but also innovation expenses incurred by SMEs, at a rate of 20% (up to €400,000 a year). • Total tax relief for research tax credit recipients amounted to more than €6 billion in 2013. • All companies incurring R&D expenses are eligible, regardless of their size, business sector and nationality. 16,000 companies received France’s research tax credit in 2013.

Public funding National players • Under the French Parliamentary supervision and guarantee, “la Caisse des Dépôts et Consignations » is a public financial institution which has decided to invest €15 billion in the energy and ecological transition between 2014 and 2017 • The group supports the emerging players of the sectorby funding low carbon projects, clean energy, energy saving solutions, ecological and energy transition companies etc.
Public funding Regional players • Since the latest territorial reforms in 2014 and 2015, French regions have played a key role in supporting green growth and local cleantech companies. • Regions are given €2 billion to implement an action plan dedicated to the economic development of their respective areas. • Many regions created climate-friendly investment funds, notably in Rhône-Alpes where a fund was set up in 2015 to invest €9,5 million in clean energy projects Unmodified regions New regions New names
CleantechFunding A new label The label “Transition énergétique et écologique pour le climat “ was created in 2015 to encourage investments into cleantech companies. This label guarantees that the selected funds meet certain criteria, particularly in relation to their direct or indirect contribution to the financing of the energy and ecological transition. EY and Novethic were chosen in February 2016 to select and label the green funds. • In 2015, French cleantech companies managed to raise €1 billion in investments (increase of 40% compared to 2014)

Cleantech companies Focus on two clusters PÔLE MER MÉDITÉRRANÉE PMM is a sea innovation and business cluster located in Southern France with more than 380 members including major companies, SMEs, research institutes etc. This cluster is a reference in the development of floating wind turbine sector. ECO-ÉNERGIES The Rhône-Alpes Eco-énergies Cluster is the first Cluster in France dealing with energy efficiency in buildings. It federates more than 800 players, among which 200 members(companies, training centers, institutions) .
Cleantech companies Sectors Mapping of the Cleantech companies by sector Cleantech companies dedicated to energy performance and clean energy have gained ground over the past few years. Historical players specialized in water, air, ground and waste disposal sectors represent a third of the total number of cleantechcompanies. Cleantech companies Onshore wind power Current installed capacity France’s objective for 2020 is 19,000 MW of installed onshore wind power capacity. Current installed capacity totals over 10,000 MW. Production was around 21,1 TWh in 2015 (+ 23,3 % compared to 2014). France has numerous innovative wind turbine manufacturers (NewWind, Eolis, Leoshphère…) and dynamic firms active at an international level (Vergnet…).
Cleantechcompanies Offshore wind power Tréport • France has set an objective of 6,000 MW installed offshore wind power capacity for 2020. • 3,000 MW have already been awarded with 2 calls for tenders in 6 different zones, in 2012 and 2014.These projects will come into operation between 2018 and 2023. • The first call for tenders will lead to the creation of 10 000 jobs and 10 industries in Cherbourg, Le Havre and Saint-Nazaire. Cleantechcompanies Tidal energy Le Raz Blanchard Paimpol • France has Europe’s second largest resource potential • In 2013, three to four pilot farms projects, due to be installed in the RazBlanchard (Cotentin) and in the Fromveur (Finistère), were backed up by the ADEME agency. Cleantech companies Ocean thermal energy Ocean thermal energy is a technology more suited to inter-tropical zones, where there is a significant difference in temperature between surface water and deep water, such as in France’s overseas territories. A number of projects have already been ongoing on the Reunion Island and in the French West Indies. French manufacturers are very well positioned in respect of this technology, with NEMO, a premarket demonstration project developed jointly by Akuo Energy and DCNS in Martinique. Cleantechcompanies Eco-mobility • France´s goals : • 30% reduction in CO2 emissions for new vehicles produced in France by 2021 • Creation of two industrial sites in France for the battery and hydrogen sector by 2017 • France´s strengths : • World-class industrial players (Renault-Nissan, PSA, Valeo, Faurecia, Plastic Omnium, Michelin, Schneider Electric, Bolloré) • Four very active Public Research Institutes (CEA), CNRS, IPFEN, IFSTTAR) and a cohort of dynamic SMEs Renault-Nissan Alliance and EDF launched an experimental electric vehicle project in Yvelines with the financial support of the ADEME agency.

The company has subsidiaries in 20 other countries and employs 1,600 people in total. Ensto’score business is energy efficiency.
