  2. 90,000 inmates sexually victimized behind bars AP- 8/26/10 WASHINGTON – The federal government says 4.4 percent of inmates in prison and 3.1 percent of inmates in jail report being victimized sexually by another inmate or staff member. In a new study, the Justice Department says those percentages translate to the sexual victimization of 88,500 inmates behind bars nationwide. Female inmates were more than twice as likely as male inmates to report experiencing sexual victimization by another inmate. Article

  6. The US Department of Justice should issue guidelines for the humane treatment of prisoners, which includes a stipulation that no prisoner and authority figure may be alone unsupervised. These guidelines should be applied to all local, state, and federal facilities. • The cost of this program would be based on the cost to each facility of placing additional surveillance technology in areas currently uncovered by surveillance, plus the cost of any additional personnel needed. • Localities and states which fail to adopt these guidelines should have all Federal funding for corrections revoked until they can demonstrate compliance. Facilities which fail to follow the guidelines would be subject to review by the Department, and those in charge of noncompliant facilities could be replaced at the discretion of the Department. The plan would reduce the opportunity for inmate abuse by holding authority figures accountable for their actions, and by making fewer opportunities for unsupervised contact. • The plan would force acknowledgement of the problem, even in facilities that traditionally have not prioritized inmates’ rights. • In addition, this plan would create a more uniform expectation for prison facilities nationwide.
