The Proposal Surrey County Council is proposing to : • Open a new one form entry (1FE) primary school in north east Horley on 1 September 2014 • the Published Admission Number (PAN) would be 30 • there would be a Competition to decide who will be the Proposer of the new school Horley New NES Primary School - May 2012 2
The Process • The Government wishes to encourage a range of providers to put forward proposals for new schools to • increase diversity and • maximise parental choice • If no Academy Proposals are made, Surrey County Council will hold a Competition to decide who will be the proposer of the new school Horley New NES Primary School - May 2012 3
Public consultation • In the public consultation we find out the views of local people about: • the need for a new primary school • the location of the school site • the area it should serve • the Specification – what the new primary school should be like Horley New NES Primary School - May 2012 4
Outcome of public consultation • We analyse the results of the public consultation • the Cabinet Member for Children and Learning decides whether: • to proceed with the process • the new school Specification will be the same as described Horley New NES Primary School - May 2012 5
Academy Proposals • if there are proposals to open an Academy : • we forward details of Academy Proposals to the Department for Education (DfE) • we can state our preferred proposal • the DfE decides who will be the Proposer • if there are not any proposals to open an Academy : • we inform the DfE Horley New NES Primary School - May 2012 6
The Competition • We ask for consent from the DfE to hold a Competition • we publish the first Statutory Notice, which: • is an invitation to bid to become the proposer of the new school • has information about the Specification for the new school Horley New NES Primary School - May 2012 7
Proposer engagement • There will be a seminar to inform potential proposers about: • the competition process • the requirements that need to be covered in a proposal • what it means to win a competition • consultancy support to help proposers formulate a proposal Horley New NES Primary School - May 2012 8
Competition outcome • The Competition lasts at least four months • we analyse all the bids • the Cabinet Member for Children and Learning decides who has won – • who is the Proposer for the new school Horley New NES Primary School - May 2012 9
Publication of Competition Proposals • We then publish a second Statutory Notice, which has information about : • all the proposals • and who made them. • why we made the decision on the proposer • any differences in the new school Specification • we then hold another public meeting Horley New NES Primary School - May 2012 10

Planning Area Historic NOR • applications for reception places in the area increased but not consistently • applications for reception places in 2011 were significantly higher than historically • reception numbers followed a similar pattern - they are considerably higher in 2011 than 2006 • junior numbers follow the pattern 3 years later Horley New NES Primary School - May 2012 14
Planning Areas Forecast • The forecast assumes the effect of new housing • reception numbers are forecast to dip slightly in 2012 then to increase steadily • primary expansion is needed in the next two years • further primary expansion is needed in following years Horley New NES Primary School - May 2012 15
Funding • The school has been allocated funding on the Surrey Capital Programme • Surrey has to borrow money to pay for capital funding • this is an area where there are not enough primary places, both infant and junior places • S106 developer contributions will go towards the cost of the school Horley New NES Primary School - May 2012 16
