Goals and Objectives: • Undertake a complete re-codification and revision of the Andover Zoning By-law to provide more clarity and definition in the regulations and to strengthen controls necessary for managing future growth. • Establish a Housing Trust Fund to assist with the development of lower cost housing for different income levels. • Encourage the establishment of a local or region-wide Farmers Market. • Linkopen space areas by means of trails to establish a Town-wide trail system.
