Today’s Agenda • Forms B changes • Top Grants.gov & NIH submission errors • UW Business process • Performance site • GIM 19 - UW Deadlines • OSP is your research administration partner • New NIH requirement for RCR (Responsible Conduct of Research) • Q&A
Restructured NIH Forms B
Introduction • NIH restructured application forms and instructions are required for deadlines after 1/25/2010 • Competition ID • New form applies to nearly all types of applications • R, T, D, K, U, SC, G, P, Fellowships • Read the RPA or program announcement carefully • Applies to both new and resubmissions • New forms are available on Grants.gov
Forms B – General Info • Applications submitted with the old forms will be delayed • Validation will not pass at Grants.gov submission • Summary of changes can be found at http://enhancing-peer-review.nih.gov/docs/application_changes.pdf • School of Medicine checklist for restructured application instructions
Short Summary of Changes • Research plan reformatted & reduced to 12 pages or less • Facilities & Resources have modified requirements • Biosketch now begins with a personal statement
1. Research Strategy - NEW • Restructured Research Plan attachments • OLD – 3 sections • Background & significance • Preliminary studies/progress report • Research design & methods • NEW – Research Strategy with 3 parts • Significance • Innovation • Approach
Research Strategy Single PDF file • Significance • Innovation • Approach contains overall research description and 2 sub-sections • Preliminary studies for new applications • Progress Report for renewal/revised applications • List of publications moves to section 5.5.5 • Reduced to 12 pages maximum for R01
2. Facilities and Other Resources Requirements • Describe how scientific environment will contribute to probability of project success • Early Stage Investigators (ESI) must describe institutional investment in the success of the investigator This section is located: • SF424 R&R Other Project Info • PHS 398 Resources Format page
3. Biographical Sketch • Part A = NEW personal statement • Parts ABC become BCD • No more than 15 publications • Selections based on how recent the publication, importance to the field of research, and/or relevance to the application • 4 page limit (no change)
Handout • Table of Forms B Page Limits • Checklist for Preparing a Submission-Ready Application • Distributed today • Posted to the OSP website
Top Grants.gov Submission Errors • Application requirements not met • Budget miscalculations (e.g. rates, exclusions, dates, totals match to 424) • Dates do not match between periods/forms • Budget totals do not match across all forms • Invalid / inconsistent / missing data(e.g. federal id, budget, resource or data sharing, match to 424, Co-PI for NIH)
Top NIH Submission Errors • Co-PI role used by mistake (use co-investigator instead) • Documents not in PDF format • Miscalculation of effort (use person months not percentage of effort) • eRA Commons user profile errors • Login credential • Degrees
Helpful Tips • RO1 opportunity PA-07-070 now uses opportunity PA-10-067 • Read program announcement and Grants.gov instructions before and during the prep process • Create a timeline • Double-check that all attachments are included before routing application for approval
NIH Help • NIH eRA Commons – http://commons.era.hin.gov/commons • Avoid Common Errors - http://era.nih.gov/ElectronicReceipt/avoiding_errors.htm • SF424 User Guide - http://grants.nih.gov/grants/funding/424/#inst
Review Process May Take Longer We anticipate: • Large number of submissions nationally • More error reports from Grants.gov and eRA Commons Therefore: • Proposals received only by the 2 day deadline may very likely not make it through submission process Waivers will not be approved for proposals that miss the 2 day advance deadline unless they fall under the GIM 19 Guidelines
SAGE • Grant Runner • Supports NIH R01, R03, R21 with modular budgets • Forms B incorporated • SAGE Budget (preparation tool) • Auto-populates salaries and rates; calculates totals • Import #s to eGC1 Budget page & attaches excel spreadsheet • Help features are available throughout SAGE • Click the <help icon> to view additional information regarding Grant Runner functionality
UW Training Options • Grants.gov Training • Register on-line • Two classes offered January 13th and 14th • How to Prepare a Basic Budget – coming soon • OSP Learning page http://www.washington.edu/research/main.php?page=ospLearning
Performance Site • Sponsor forms request the primary performance site • This data may be used to calculate F&A rate Therefore- • Use locations in the F&A Rate Agreement (GIM 13) • List multiple locations if split rates are used • Enter performance site on the R&R Project/ Performance Site Location(s) form page
Deadlines - Important for successful submission! Application Due to OSP – GIM 19: • 10 working days prior to the submission deadline with all business components completedExcludes the science (Research Strategy). • 5 working days prior to submission deadline with all proposal components completedIncludes the science (Research Strategy). • 12noon 2 working days prior to submission deadline with Ready To Submit=Yes on the eGC1

Ready to Submit When am I really ready to submit? • All required eGC1 fields completed • All COMPLETED sponsor required forms attached • IRB or IACUC studies/protocol approval dates or JIT • Attached paperwork for subcontracts or consultants • Research plan and budget is attached in FINAL form • Attachments are in correct format • IDC rate is in accordance with GIM 13 • Any required approval waivers granted Then RTS = YES
For the greatest grant success and positive work relationships, adopt a team approach
OSP is Your Partner • Contact your OSP Administrator if you have questions during the preparation phase • Provide context for your questions (i.e., specific sponsor instructions, not your interpretation) • Consolidate your questions for the best use of everyone’s time • Leave a trail of information breadcrumbs for all reviewers • Justify exceptions or complicated arrangements/budgeting • Pre-reviews of applications is not standard
Help at UW • Help Guide – Grant Submission via Grants.gov http://www.washington.edu/research/oris/learning/gg_guide • OSP Grants.gov Help Desk • UW policy & procedure questions • osphelp@uw.edu or 206-685-4362 • SAGE Help Desk • eGC1, Budget & Grant Runner questions • sagehelp@uw.edu or 206-685-8335 • Peer Mentors • http://www.washington.edu/research/main.php?page=ospMentors
Training Requirement • NIH is requiring a different set of RCR standards for all NIH training grants • Face-to-face instruction required • Online instruction may additionally be used • Notice Number: NOT-OD-10-019 • NSF already requires RCR training of students and postdoctoral researchers supported by NSF • http://www.washington.edu/research/main.php?page=rcr
Presentation Recap • Forms B – required for deadlines after 1/25/2010 • Top Submission Errors • Primary Performance site – GIM 13 • GIM 19 – UW deadlines • New RCR requirement for NIH training grant • Resources • Ask your PIs to start working on their personal statement for biosketch early in the process
