Implementing innovation in urban and regional transport to achieve policy objectives Sylvain Haon, Polis OPTIMISM, 16th September 2013
What is Polis ? Exchange of experiences Network European initiatives 65 European cities & regions Innovation European Institutions & policy Sustainable urban and regional mobility
Objectives Reducing congestion Containing the impact on the local and global environment Safety and security Supporting the economic growth of the territories Health ….. Context: pressure on local public finances
Assessing the impact • The first results reflect the expected short term effects • Improvement of the public transport quality: • increase average speed of the buses • reduction of the stops at intersections • but… increase in pollution • … what is (hopefully) normal ! • Priority bus line 49 • Many intersections with traffic lights • 4 VISSIM simulations • Morning and evening peak hours • Situation before and after implementation
Containing costs: open systems in the area of Intelligent Transport Systems (ITS) and with a particular focus on traffic management authorities • Knowledge exchange project co-financed through the Interreg IVC programme (3yr project from Jan 2012) • Exchanges knowledge between the two best practices in Europe in this area: • UTMC (Urban Traffic Management & Control) developed in the UK • OTS / OCIT developed in the Germanic speaking part of Europe.
Transport for people • Engagingcitizensis essential • Adressing transport needs • Targetingbehaviours for a more sustainable urban and regional transport systems
Some conclusions • the public sideisoften the demandside in urban and regional transport “people don't know what they want until you show it to them.” S. Jobs Well, sometime public authorities know whattheywant but can’tfindit !!! Listen to the customer !
Some conclusions: building the framework Policy: innovation must support policy objectives / policy should not close the door to innovations Planning: creating the framework for the succesful implementation of innovative solutions Integration: no new solutions can be isolated Consultation: engaging the citizens is a key to success when the path is leading towards changing behaviours
