Purpose • To improve service delivery for children with serious emotional disorders • To improve health services for all children in the care and custody of DFCS • To manage the Intensive Community Services Program • To manage CCFA/WA Programs • To manage PUP, HS, PA, and EI • To participate in the development of a System of Care for families and children in Georgia

Service Authorizations • Service Authorizations will be completed in Shines • Beginning July 8, 2013 • Will allow us to track the services • Will allow us to track the funds expended and stay within the limits set by policy. • Will reduce the number of SA’s returned for errors.
Approval Process • No change • Needs supervisor approval • Can be e-mailed to vendor • SSCM will need to approve invoice • Accounting will only pay from Shines SA
Implementation Time Schedule • June, 2013 • Training regionally by DIS • July 1 – 5, 2013 • Vendors and Rates entered into Shines • Use manual SA form • July8, 2013 • Use Shines SA • SA’s from 7/1-5 put in Shines
Rate Changes • Comprehensive Child and Family Assessment • Coordination of Medical/ Dental • a onetime fee of $300 per family • Coordination of trauma assessment • a onetime fee of $300 per family
Rate Changes • Wrap Around Services • Only licensed professionals or a provisionally Licensed Counselors with a Masters in Human Services being supervised by a fully Licensed Counselor can provide counseling/therapy services • $65/hour • Degreed professional or paraprofessionals with five years of experience • $35/hour
Rate Changes • Transportation • Begins at the point the provider leaves his/her work station • $15/hour plus mileage regardless of the level of experience. • Prevention of Unnecessary Out of Home Placement Services • Only licensed professionals or a provisionally Licensed Counselors with a Masters in Human Services being supervised by a fully Licensed Counselor can provide counseling/therapy services • $65/hour
Rate Changes • Degreed professional or paraprofessionals with five years of experience • $35/hour • Trauma assessment • Only when the service is not billable to Medicaid • Early Intervention and Prevention Services • No referral fee • The mileage rate not included in the $500 max per family.
Rate Changes • Home Visits • Degreed professional or paraprofessional with five years of experience • $35/hour. • Homestead Services • Only licensed professionals or a provisionally Licensed Counselors with a Masters in Human Services being supervised by a fully Licensed Counselor can provide counseling/therapy services • $65/hour
Rate Changes • Degreed professional or paraprofessionals with five years of experience • $35/hour • Parent Aid Services • No referral fee • Degreed professional or paraprofessionals with five years of experience • $35/hour.
Waivers • Must be granted in advance of service delivery • Mileage • Up to $250.00 – no waiver needed • $250 - $500 must be approved by Regional Director • Over $500 must be approved by Director of Field Operations • Wrap Around • Cannot exceed $5,000.00 per year per family • $5,000 - $8000 must be approved by Regional Director • Over $8,000 must be approved by Director of Field Operations
