Judging from E(v´=0) is very close to V(v´=m+6), which is slightly higher in energy: http://www.raunvis.hi.is/~agust/rempisvaedidir/jcp109585698.pdf ERGO: one would indeed expect the I(I+)/I(HI+) ratio to increase with J´ (see slide 19)
