Defination • The Nepalese constitution defines persons with disabilities as persons who are mentally or physically unableor incompetent to lead a normal life.
Types of Disability 1. Physical disability 2. Visual impairment (Blindness) 3. Hearing impairment (Deafness) 4. Hearing and visual disability (Deaf-blindness) 5. Speech or language impairment 6. Mental and psychosocial disability 7. Intellectual disability 8. Hereditary Hemophilia related disability 9. Autism 10. Multiple disability. Source : NFDN
Background • 1.94% of the total population of Nepal have some kind of disability & 1.6 % are of 60 and above. ( Nepal Census, 2011) i.e513,321 persons with disabilities. • 15.4 % of total disable persons have hearing impairment (Deafness) • It’s estimated that after the earthquakes in 2015, the number of disabled persons in Nepal has likely increased.
Comparative Study as Background : • But human rights activists working on this issue do not agree upon this dataREASON: • USA has 19 per cent of its population with disability as shown by its authentic statistics • UK has 19 per cent of its citizens in disable conditions. • China, the most populated country in the world, has about 7 per cent of its population disable.
Policy implications • According to the Constitution of Nepal 2072, the responsibility for the management of people living with disabilities is now up on the local government. Therefore, it is the responsibility of the local government to develop and implement programs for the welfare and overall management of the people with disability.

Current Status/Problems : • Nepal is not privileged with disabled friendly technologies and environment • Lack of skill on how to use such technologies • Low budget allocation on such projects • Less involvement of Private and government sector for empowering disable people. • It is necessary to work with speech/hearing disabled groups to educate them on what is currently possible with smartphones
Technology Accessibility as Solution: • hands-free capability, • screen reading and text-to-speech functionality, • relay services, • Internet browsing, • home automation, • emergency response • and all the assistive features and services • need to develop new tech solutions to address Nepal-specific problems
Basic accessibility features and services for people with Hearing impairment (Deafness) • Messaging Options (Eg: imessages with digital touch, use of animation) • Visible and Vibrating alerts(Eg : Tap Tap) • Adjustable Volume Control—with hearing aids • Video Conferencing (Skype)Other Apps like Live Transcribe
