NPA OPS 65 Subpart N and ICAO annex 6 amendment 29 Presented at OST 07-1 Cpt F.Truchetet
Annex 6 amendment 29 Paragraph of amendment affecting subpart N • 9.4.1 recency requirements for co-pilot • 9.4.2 recency requirement for cruise relief pilot • 9.4.5 PIC experience and training specifications for single pilot operation under IFR or at night
PIC and co-pilot recency With the modification to § 9.4.1, ICAO annex 6 has now equivalent requirements for the recency of PIC and Co-pilot as the JAROPS 1.970
Cruise relief pilot recent experience • Annex 6 paragraph 9.4.2 is amended to introduce recency requirement for cruise relief pilot: • Operate as PIC, co-pilot or cruise relief pilot within the preceding 90 days, or • Simulator refresher including normal, abnormal and emergency procedures specific to cruise and approach and landing procedures (PNF accepted)
Cruise relief co-pilot recent experience • FCSG proposes that • The Commander can only be relieved by a fully qualified pilot who is current as per 1.970 • Recency for cruise relief co-pilot can only be achieved by simulator training at interval not exceeding 90 days (no change) • The explanatory note is asking for specific comments on this last issue.
App 1 to JAROPS 1.940 (c) minimum requirement for a pilot relieving the commander …(5) recent experience as per 1.970 (new) (d) relief of the co-pilot (1)(ii) for operations only above FL 200, a cruise relief co-pilot (e)… No change to recent experience for the cruise relief Co-pilot (Jarops is more restrictive than Annex 6)
single pilot operations under IFR or at night New paragraph 9.4.5 in annex 6 introduces a recommendation that is proposing: • A minimum of 25 hours in IFR (JAROPS requires 50 hours) • A minimum of 15 hours flight time at night • Recency 3 T/O and landing at night within 90 days
Single pilot operations under IFR or at night FCSG proposes: • That JAROPS requirement for 50 hours under IFR remains the same • To introduce the requirement for 15 hours flight time at night • To introduce a recency requirement for night flying of 3 T/O and landing within 90 days or one T/O and landing under the supervision of a T(C)RI(E) on the type or class of aeroplane
Appendix 2 to 1.940 • (a)(4) The pilot shall have a minimum of 50 hours … and for operations at night, have accumulated at least 15 hours flight time at night, which may form part of the 50 hours flight time required above. • (a)(6) The minimum required recent experience for a pilot engaged in a single-pilot operation at night shall beat least three take-offs and landings at night on the type or class of aeroplane in the single pilot role in the preceding 90 days. This requirement may be replaced by a night take-off and landing under the supervision of a Type or Class Rating Instructor or Examiner on the Type or Class of aeroplane.
