Background • NPA-OPS 38 approved by OST & RST 05-1 • NPA-OPS 38 comment period 1 Jul 05 - 1 Dec 05 • CRD sent to HSST 13 Dec 05 • CRD prepared in Jan 06 by HSST WG • CRD reviewed by HSST 7-9 Feb 06 • Each response debated and agreed by members unanimously • Where a Commenter was represented by a member at the meeting, all Responses were endorsed

Background • Changes made to the text were mainly to ACJ material and in response to comments • No changes were made which were not in line with the intent of the NPA or RIA • CRD completed and NPA amended • CRD sent to all HSST for comment period 13-17 Feb 06 • No further comments received • CRD & NPA returned to JAA 23 Feb 06 • JAR 11 procedure followed throughout

CRD • 110 Comments received • Many have sub-comments • 26 Declined • Where Commenters were represented by members, these decisions were endorsed • 28 Noted • These were comments which were either dealt with by another comment or resulted in a subsequent minor text adjustment • The rest were Accepted or Partially Accepted • NPA text amended as required

  5. NPA 38 • Text amended in line with the responses • Text harmonised with ICAO Annex 6 amendment which will be issued later this summer and will be reviewed for adoption by the Council probably in September

  6. Conclusion • HSST has unanimously endorsed the CRD and changes to the NPA having followed the JAR 11 process. • HSST recommends that the OST accept the revised NPA and forward to the RST in line with due procedure.
