Developing a Participation Standard Richard Norris Director Scottish Health Council
Why a Participation Standard? • Commitment in Better Health Better Care: Action Plan • A means of collecting systematic, comparable information on good practice that will inform the future approach to participation • A standard that will reflect the needs of Scotland’s diverse population • A HEAT target that will further develop the status of the Patient Focus and Public Involvement agenda
Key Principles for developing the standard • Improve the Patient Experience and the capacity of the NHS to involve people • Build on existing standards, guidance and tools • Written in simple language • Developed in partnership • Realistic and achievable • Containing a scoring mechanism • Will inform the development of good practice
Scope of the Standard • Corporate Governance • Involving people • Patient Focus / Patient Experience
Influences to be reflected in the standard • National Standards for Community Engagement • NHS QIS Clinical Governance and Risk Management Standards (CGRM) • ‘Informing, engaging and consulting people in developing health and community care services’ • Better Together: Scotland’s Patient Experience Programme • VOICE tool • Checking for Change; A Building Blocks Approach to Race Equality in Health • Themes from the Patients’ Rights Bill
Issues to consider • Ensuring that the standard does not create an additional burden of assessment • What should be captured by CGRM and what by the Participation Standard • A metric that people can understand and that links with existing systems and future direction for the public sector • How to determine what Boards report on • Linking cycles of assessment with NHS QIS clinical assessments?
Feedback from the Board The Board is invited to note: • The scope and format of the standard • The principles that will inform its development • The proposals for stakeholder involvement • The proposed direction of travel and to: • consider whether they are content with this approach
