  2. What is a QE? “The highest appointment in the Boat Crew Program is that of the Qualification Examiner (QE). QEs are outstanding Coxswains having strong operational backgrounds, exceptional instructor abilities, effective interpersonal skills, and impeccable integrity.” -- Auxiliary Boat Crew Training Manual USCG Auxiliary 1st District Northern Region

What does a QE do? “The role of the QE is to verify that Boat Crew trainees are able to satisfactorily perform as specified … by evaluating members through Dockside Oral Examinations and Underway Check Rides. QEs also verify currency maintenance requirements for re-certification and perform other tasks such as verify performance criteria for the Award of Operational Excellence.” USCG Auxiliary 1st District Northern Region

  5. D1NR Differences - Organization • We have chosen to have just a Chief QE Coordinator, without Area QE Coordinators. All references to AQECs should be considered part of the CQEC function. USCG Auxiliary 1st District Northern Region

D1NR Differences - Scheduling • The ABCTM governance model is based on an “hierarchical scheduling” approach, where requests are made for a QE to an AQEC, and thus there is schedule knowledge of all checkrides for all QEs. QEs are formally assigned to checkrides. • D1NR operates on a “distributed scheduling” approach, where scheduling is done at the lowest level possible, usually directly with a QE.   7. D1NR Differences - Reporting • QEs report results to just one place, directly to CQEC. Reporting is via email (preferred) or postal mail if necessary. • The CQEC has been independently delegated responsibility by DIRAUX to make AUXDATA entries and certain other actions. Boat Crew Advisory Board The BCAB consists of: • OTO (shall also chair the BCAB) • Chief QE Coordinator (CQEC) • DCO or his/her designee • District Staff Officer, Operations (DSO-OP) • District Staff Officer, Member Training (DSO-MT) The responsible OTO and the CQEC constitute a quorum for any meeting of the BCAB. BCAB Responsibilities • Review district policies and procedures governing the Qualification Examiner Program. • Evaluate QE Applicants. • Administer QE Reappointments. • Determine Boat Crew certification for a member due to questionable actions or performance. • Review complaints referred by the CQEC. QE ApplicationsABCTM requirements A potential QE must • Have completed at least eight (8) hours of Team Coordination Training (TCT) within the last two (2) years. • Complete the QE application form and submit it to the CQEC with endorsements as specified by the BCAB. • Complete any additional courses/tasks as specified by the BCAB. (e.g., IT, AUXOP, additional TCT training) USCG Auxiliary 1st District Northern Region

QE ApplicationsD1NR requirements In addition to general national requirements, a potential D1NR QE must • Be currently qualified as an Instructor • Have at least 100 hours (cumulative) underway as a Coxswain • Be AUXOP, or at least have AUXNAV and AUXSAR (AUXSCE when available) • Have or commit to Aux leadership training (AUXLEA, AUXLAM, MLOC, etc) USCG Auxiliary 1st District Northern Region

  12. Review of QE Applications • The OTO will review the candidate’s personnel file and AUXDATA information, as well as geographic need for a new QE. If requirements are met, the application is passed to BCAB. • The BCAB will either accept an applicant for interview, or not accept an applicant. Reapplication can be done after one year. • The CQEC will notify applicants accepted for an interview. USCG Auxiliary 1st District Northern Region

  13. Interview • The BCAB will interview each applicant. The interview shall include questions about theoretical QE situations, member training related topics, and points relating to the following publications: • Auxiliary Operations Policy Manual; • Boat Crew Seamanship Manual; • Chapter 4 of the U.S. Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) to the International Aeronautical and Maritime Search and Rescue Manual (IAMSAR); • Any other relevant District policies. • On completion of the interview, the BCAB shall discuss each applicant and decide on the member’s acceptance or rejection. A successful applicant will be designated a QE-in-Training (QE-IT). USCG Auxiliary 1st District Northern Region

  14. QE Initial Training • The QE-IT will have one year to complete the training program during which he/she will demonstrate before a QE Mentor (QE Mentor is another active QE selected by the CQEC) the following skills: • Knowledge and understanding of the Auxiliary Boat Crew Training Guide and the Qualification Guides for Crewman and Coxswain. • Set up, under the guidance of a QE Mentor, a dockside oral exam of both a crew and coxswain candidate, and an underway check ride of both a crew and coxswain candidate. • Demonstrate to the QE Mentor the following qualities expected of QEs: integrity, diplomacy, experience, and expertise while assisting at qualification sessions. • Demonstrate the ability to fill out all appropriate and required paperwork/reporting.   15. Final QE Qualification Upon successful completion of the QE Training Program: • The QE Mentor will notify the CQEC in writing of the QE-IT’s successful completion. • The CQEC will then recommend to the OTO that the QE-IT be appointed a QE. • The OTO will evaluate the QE-IT during a QE session and make the final decision. If travel in a timely manner is prohibitive then this evaluation may be delegated. • DIRAUX will send a letter of appointment to the new QE. USCG Auxiliary 1st District Northern Region

Complaints • All complaints or disputes concerning the QE process, mission, a QE, or the CQEC must be submitted in writing to the OTO. • The CQEC normally oversees the resultant investigations [unless he/she must ethically withdraw because he/she is cited in the complaint.] USCG Auxiliary 1st District Northern Region
