4. Emergency Capacity Building (ECB) Project • Collaboration between 6 international NGOs • Focused on 3 core themes: DRR initiatives, National staff capacity building e.g. Leadership training, improving accountability to disaster affected communities. • Through capacity building programs: the goal is to improve the speed, quality, and effectiveness of the humanitarian community to save lives, protect the livelihoods and defend the rights of people in emergency situations. • 4 country and 1 regional consortia Bangladesh, Bolivia, Indonesia, Niger and the Horn of Africa • Global Project team to support – Director, Field Manager, Communications, M&E, Finance and Fundraising, Learning X X www.ecbproject.org

5. Eligibility Requirements • Must be a one of the ECB global agencies, a partner or ECB consortia country team applying via an consortium member agency. • Proposals should be between US$25,000 and $150,000 • Implementation period of no longer than 15 months. • The number of people benefitting from the project should be approximately 20,000. • Projects can be located in any type of geographical area (urban, rural, semi rural) but should be selected on the basis of risk to natural hazards. • The content of the proposals should be focused on innovative DRR and water programming and should involve a local partner or institution. What are we looking for? • The primary themes should be in DRR and water. • Looking for innovation, partnerships, and stakeholder involvement • Looking for evidence of activities that are sustainable, can be scaled, and replicated in other contexts • Demonstrate how activities will be documented / recorded for greater learning and sharing X X www.ecbproject.org/drriwater

7. Proposal Format Maximum of 10 pages that include: A. Project Summary (Maximum 1 page) Includes: name of applicant organization, budget and timeline, contact information, and mission or brief history of organization if an ECB local partner. B. Problem Statement (Maximum 1 page) Includes: an assessment of local water and sanitation-related disaster risks, and describes the extent to which the proposed project draws on and demonstrates systematic assessment of disaster risk, vulnerabilities and capacities, in the specific area of activity. 8. Proposal Format C. Goal, Objectives, Beneficiaries and Activities (Maximum 2 pages ) This section should include the goal and objectives of the project and a description of beneficiaries and activities. D. Program results and contribution to learning (Maximum 2 pages) This section should summarize the impact this project will have on the target area and how it might have a broader impact beyond the project period and geographical area. Management and Monitoring Structure (Maximum 1 page) A brief plan for the management of the project, including a monitoring plan that includes milestones for the projects and/or indictors and measurements of progress. 11. Other requirements? • Awarded agencies must designate a project manager who will communicate on a regular basis with Mercy Corps and the ECB Project • The manager will be required to attend a start-up launch meeting and a lessons captured workshop. The manager will be required to share information with the ECB Project / Mercy Corps for ongoing learning and communications. A modest amount of funds will be provided for both events so at least $4000 should be added / included in your travel line to ensure participation. • Indirect cost rates will be considered on a case by case basis, and only in cases where organizations have a documented, audited overhead and will not exceed 15%.
