Local Government Scotland Act 2003 Definition of community planning: • the process of planning and providing services by way of consultation and co-operation with partners and communities Councils’ leadership role: • to initiate, maintain and facilitate the process, and take suitable action to invite and encourage participation by partners and communities

Draft guidance • Agree joint vision/objectives in the form of a community plan; • Set challenging outcomes and clear responsibilities for agencies and partnerships; • Streamline planning and delivery of services, highlight connections between partnerships, remove wasteful overlaps; • Identify resources necessary to achieve agreed outcomes; • Monitor and evaluate progress; • Engage effectively with communities and set outcome targets for engagement; • Observe and encourage equal opportunities; • Report on achievements in the Community Planning area including an assessment of performance in meeting set outcomes.

Challenges • Getting the structures right - city wide and local level • Link community planning framework to mainstream services/integrate with existing service planning and delivery • Getting the relationships right between the city wide community planning group and other partnerships • Streamlining / rationalising partnerships, services and initiatives • Performance management - how do we know that partnership really makes a difference • Getting the community involved • Showing how community planning makes a difference on the ground • A misunderstood concept - need to clarify
