Winter Energy Security Improvements WMPP ID: 125 Proposed Effective Date: 2024-2025, coincident with the commitment period for FCA 15 In accordance with FERC’s order in EL18-182-000, the ISO must develop and file improvements to its market design to better address regional fuel security by July 1, 2019 The ISO has shared, at a high-level, its views on conceptual approach design elements at prior Committee meetings However, today the ISO will discuss a proposal to request from FERC an extension of the filing requirement date, and the associated project schedule and milestones
Winter Energy Security ImprovementsFiling Date Extension • The ISO is proposing to submit a request to FERC extending the filing date from July 1, 2019 to November 15, 2019 • This request will provide NEPOOL and the ISO: • Additional time to more fully develop the ISO’s proposal and stakeholder proposals; and • An opportunity to engage in substantive and necessary discussions on these proposals • This four month extension will not impact the targeted implementation date • June 1, 2024 (Capacity Commitment Period 15)
Winter Energy Security ImprovementsExtended Project Schedule • The additional time will allow the ISO to: • Identify and resolve any major issues with the core design to allow the interrelated market enhancements to work seamlessly; • Develop a more comprehensive and complete design, with supporting technical details and numerical examples • ISO will provide an initial technical paper by March 31, 2019 • Complete its scenario-based qualitative and quantitative analyses based on a more developed core market design • Assuming November 15, 2019 filing date is accepted by FERC • The Markets Committee vote would take place at its October 16-17, 2019 meeting • The Participants Committee vote would take place at its November 1, 2019 meeting
Winter Energy Security ImprovementsTarget Schedule of ISO Deliverables • This project will continue to be addressed in three broad agenda categories: • ISO’s Multi-Day Ahead Market (MDAM) and Energy Inventory Reserve Constraint (EIRC) design • Stakeholder Proposals • ISO’s Impact Analysis of its MDAM and EIRC design • The target delivery schedule for the ISO’s major deliverables are shown below • While chart indicates initial releases, the items will continued to be developed and discussed throughout the extended stakeholder schedule
