Historical Background • Triad mission of American public higher education - - teaching, research and public service • Morrill Act of 1862 - - established land grant institutions and “public service” • Public Service is synonymous anonymous with extension and outreach • Carnegie Foundation - - a new dimension to public service - - engagement • The National Association of State Universities and Land Grant Colleges - - going beyond extension to become more productively involved in our communities

What is Outreach (Public Service, Extension, Community Engagement) - - at UTSA? It is the active involvement of the University community through its faculty, staff and students in partnerships with the broader community and the region to enrich learning and research: to prepare engage citizens; to address critical societal issues; and to contribute to the public good.
