How Did We Get Here?Florida Efficient Government Act of 2006 • Builds on Executive Orders • Builds on 2005 changes to budget laws • Creates Council and supporting staff • Focuses on outsource of services, with some programs exempt
What Are We? What Are We Supposed to Do?Council Duties • Develop best-practice standards and processes for creating and evaluating business cases to outsource • Review agency business cases to outsource more than $1mm/FY and as requested by the Governor or any agency head • For business cases to outsource exceeding $10mm/FY, provide advisory report to the agency, Governor, and Legislature before the agency proceeds with solicitation • Develop guidelines for assisting employees whose jobs are eliminated as a result of outsourcing • Report annually on innovative methods of delivering government services which would improve the efficiency, effectiveness, or competition in the delivery of government services • Report annually on each agency’s outsourcing efforts
How Will We Go About Doing It? Business Cases • Statute dictates minimum content of business case • Current form is aligned with agency budget process • Staff will assist agencies in getting business cases ready for presentation to Council • Council may develop new forms and processes
