Control Banding – International application Pavan Baichoo Technical Officer InFocus Programme on Safety and Health at Work and the Environment (SafeWork)
Control Banding • Complementary approach to protecting worker health by focusing resources on exposure controls • it is not possible to assign a specific OEL to every chemical • chemical is assigned to a "band" for control (based hazard classification, the amount, volatility/dustiness) • Generic risk assessment based on GHS and task guidance sheets • Aim is to provide simple and practical means to prevent/reduce risks of chemicals Pavan Baichoo, SafeWork, ILO Geneva
Global Implementation Strategy (GIS) • Aim to build an Occ. Risk Management Toolbox containing toolkits • ICCT first toolkit produced • Strategy to provide key high-level approaches to implement Toolbox • Partners: ILO, WHO, UNITAR, IOHA, UK-HSE, US-NIOSH,GTZ • Stakeholders: Employers, workers, researchers, IGOs, NGOs, producers… Pavan Baichoo, SafeWork, ILO Geneva
ICCT - latest • Available on ILO CB website • Pilot CD version developed • Link to GHS capacity building programme through ILO/UNITAR • Link envisaged to ICSCs Pavan Baichoo, SafeWork, ILO Geneva
Key elements of GIS • Further development of ICCT • New control guidance sheets, especially country specific (skin route and process exposures) • Mechanism for peer review of new sheets • CD Version of ICCT • Translation of ICCT – Spanish and portuguese already underway Pavan Baichoo, SafeWork, ILO Geneva
Key elements/2 • Enhance links with GHS • Include GHS phrases in ICCT • Build the Occ. Risk Management Toolbox • New toolkits for other hazards (Silica, Ergonomics and Psychosocial under development) • Adapt existing participatory processes to CB (eg. WIND and WISE) Pavan Baichoo, SafeWork, ILO Geneva
Key elements/3 • New partnerships for implementation • Through GHS implementing bodies • IALI : CB introduced at ILAI/ILO meeting in Mauritius in 2004 • Identify donors and granting bodies • Use country to country partnerships (twinning) e.g. between an industrialised and a developing country Pavan Baichoo, SafeWork, ILO Geneva
Key elements/4 • Mechanisms to influence national decision-makers through: • ILO Offices and ILO-CIS Centres • WHO CC network • On the agenda of international meetings/conferences • Holding of regular International CB Workshops Pavan Baichoo, SafeWork, ILO Geneva
Key elements/5 • Development of a research agenda (lead by University of Oklahoma) • Knowledge management: • CB website maintained by ILO • Clearing house including web-based directory of research and validation studies • Publication of regular articles on CB and promotion at international meetings Pavan Baichoo, SafeWork, ILO Geneva
Key elements/last • Develop a capacity building and training plan: • GTZ networks to prepare countries for ICCT use through chemicals management guide • Cultivate train-the-trainer core groups • Provide generic training material • Maintain International Technical Group (ITG) to oversee GIS implementation Pavan Baichoo, SafeWork, ILO Geneva
