WKCE-CRT Test Information • Proficiency Categories • In 1997, DPI set the original proficiency levels (cut scores) for each separate subject • In 1998, DPI revised the Language Arts cut scores • In 2002, cut scores in all subjects were changed as a result of the move to fall testing because of the state’s new grades 4 & 8 promotion policies • In 2004, cut scores in all subjects were again changed as DPI was moving away from a norm-referenced test to a criterion-referenced test. • In 2005, cut scores in all subjects were changed as DPI implemented criterion-referenced tests at grades 3 – 8.
WKCE-CRT Test Information • Proficiency Categories In 2005 cut scores on the new WKCE-CRT scale were established using a statistical procedure know as equipercentile equating which uses pre-existing cut scores at grades 4,8, and 10 as “anchors” for establishing new cut scores.

WKCE-CRT Test Information • Scale Scores • A scale score is a score on a numeric scale with intervals of equal size. • In Wisconsin, the “scale” is applied to all students taking the WKCE-CRT in a particular subject at a particular grade level, making it possible to compare scores from different groups of students or individuals from year to year. • Plotting the mean (average) scale score for each grade within a district for successive years allows relative academic growth to be tracked from one year to the next.
WKCE-CRT Test Information • Scale Scores • Evaluation of trends overtime within a group of students and across grades can help education planning in a variety of ways. • Scale scores within a content area may also be compared across grades and over time, providing some evidence of the success of programs if students served are in the tested group.
WKCE-CRT Test Information • Scale Scores DUE TO THE NEW SCALE ON WHICH WISCONSIN’S CUSTOMIZED TESTS ARE NOW REPORTED, THE FALL 2005 WKCE-CRT SCORES ARE THE BASELINE (YEAR 1) DATA FOR LONGITUDINAL COMPARISONS.
WKCE-CRT Test Information • Scale Scores EACH CONTENT AREA IS SCALED SEPARATELY; THEREFORE, THE SCALE SCORES FOR ONE CONTENT AREA CANNOT BE COMPARED TO ANOTHER CONTENT AREA.
Mean Scale Score Information Scale scores within a subject area may be compared across grades and over time providing some evidence of success of programs. Scale scores are NOT equivalent across subject areas because each subject area test is scaled separately.
