Hub Collaboration • Better Procurement, Better Value, Better Care was politely critical when talking about the hubs and other intermediaries: • “ The duplication of effort is a waste of scarce procurement resource that the NHS can no longer afford. We need to find a way for the NHS to use these organisations more intelligently, with commitment and effectively de-clutter the landscape. ”
Hub Collaboration Starting Point Approx 50% of all providers 60-70% of non-pay spend (estimated)
Collaboration between the Collaborators • Remove duplication of effort • Share knowledge and data • Improve supply market management • Reduce non-beneficial “framework competition” because this: • drives short term behaviours • engenders fragmentation in supply markets • prohibits strategic aggregation of committed volumes • BUT we cannot rely on informality and relationships • We need rules, structure and process
First Steps • Largest collaborative framework ever • - New National Agency Nursing • Opening up some existing arrangements • More joint working on new arrangements • Simple passing round frameworks does not add much • Workshop in mid May with DH - preparatory work happening now
A Medium Term Game Plan • Consistent approaches • Shared resources - not necessarily just people • Supporting and enabling national strategies • perhaps as part of a matrixed category environment • Wider services for all members, across the country • Genuine acceptance of need for change • BUT remembering that LPP agenda is driven by you our members
