Three questions for today • How have budgets in the last six to seven years affected your organization's approach to survey/census data collection? • How have organizations invested in technologies to reduce their costs? • Has the recent economic downturn affected your organization's approach to data collection and the use of technology?
# persons in NHIS PUF, CY2000-2008 Max size = ~100,000 2000: 100,600 2001: 100,800 2002: 93,400 Sample cut 2003: 92,100 Sample cut, training cut 2004: 94,500 Sample cut 2005: 98,600 Postponed new design Max size = ~87,500 (new design) 2006: 75,700 Sample cut 2007: 75,800 Sample cut 2008: ~75,800 Sample cut, training cut 2009: ?? Bad effects of cost-cutting measures: • Lower precision of estimates • Lower data quality • Interviewers’ loss of work hours • Few new initiatives Good things we did anyway, e.g.: • Development of paradata: public release, analysis • Improvement of income & SSN questions
Planning for the next redesign: ~2014 • Want more flexibility: change design when budget changes • Must develop new approach to listing: --Use of commercially-available address files --New technologies, e.g., car, camera, & GPS; remote sensing.
Hope! • NCHS budget to increase by $11.1 million in FY2009 • Funding from Stimulus Plan projects???
