  4. French SRR GRIS NEZ JOBOURG French metropolitan search and rescue region is divided into 5 sub-region, each of them coming unter the control of one of the five metropolitan MRCC. CORSEN ETEL • Overseas, there are 2 MRCC : • 1 for Reunion Island • 1 for the french West Indies LA GARDE

  6. The 5 missions of FRENCH MRCC • Search and rescue • VTS • Fishery Policy • Surveillance of pollution • Broadcasting of meteorological and security informations

  7. SEARCH and RESCUE: French MRCCs provides a permanent watch on security chanels. They are also points of contact for Inmarsat and Cospas Sarsat maydays. After reception of these messages, french MRCCs assume the coordination of the SAR operations. Each SAR facility is the property of one of the french administration department. All of them are available to be sent on scene. In this case, they are under operational control of MRCC, for the duration of the operation

  11. … some national statistics : - about 8000 SAR operations a year • Shared out among boating (52%), merchand navy (14%), fishing boats (23%) and swimming (includind diving accidents). • About 13 000 aided people • About 200 persons lost at sea ou dead • False alerts : 17% • 2050 shore SAR facilities interventions (2950hrs) • 6700 nautical SAR facilities interventions (13350 hrs) • 1185 aircrafts interventions (2050 hrs)

  12. In addition, French MRCCs are in charge of : • Monitoring of the navigation (3 CROSS including a VTS) • Pollution • transmission of security broadcasts • transmission of meteorogical broadcast • fishery policy

  14. Case nr 1 : A open sea operation : the sinking of trawler "Rose des Vents"

  15. 1st case : the sinking of F/V Rose des Vents

  16. 5th may 2002 – 0807AM : CROSS CORSEN receive a quick mayday from F/V Rose des Vents which is sinking. No position. No more information. 1 signal station receives the Mayday: We try to obtain a triangulation to estimate a position. With the name of the ship, we find on our database the muster role. 4 Persons on board this 16 meters trawler. We immediatly relay the mayday. Two other trawlers reply and proceed to the area. At the same time, we ask for a French Navy helicopter with long flight range (due to distance off the coast, and the uncertain position). For the guidance, the navy sent also a long range maritim patrol aircraft (MPA).

  17. 0855AM : Proceeding to the area, the MPA get the goniometric signal of an epirb 0911 : MPA is on scene and follows the goniometric signal. 09h16 : The helicopter arrives on scene

  18. 09h22 : the MPA find the epirb, and start a square research. The helicopter is arriving on scene. 09h30 the MPA locates 3 persons hooked to a plastic spherical hull protection. 09h32 : Helicopter start to winch the shipwreckers. MPA resume its research fo the fourth men. 09h42 : the helicopter starts to winch the last shipwrecker. 09h39 : the fourth men is located.

  19. 09h44 : assessment : 3 persons are shoched and in hypothermia. One is unconscious. Corsen MRCC organises the reception of the four shipwrecker in Brest Hospital. 10h12 : the helicopter is on the DZ of hospital. 09h45 : Cancel Mayday. The 2 other trawler are free to proceed

  20. Case nr 3 : MEDEVAC

  21. Stage 1 : consultation - diagnostic CORSEN MRCC relays the call to french Medical Consultation center VHF call, concerning a crew member suffering from appendicitis The doctor decide to evacue as quick as possible the crew member CROSS Corsen SAMU 29 CCMM

Stage 2 : organisation of the medical assistance Keeping contact with the fishing vessel, CORSEN MRCC calls the medical coordination center, and put in contact the 2 doctors After the discussion between the 2 doctors, the medical coordination center decide to evacue the crew member to Brest hospital. The evacuation must be the fastest. CROSS Corsen SAMU 29 CCMM

  23. Stage 3 : the organisation of the evacuation CORSEN MRCC require the Securité Civile helicopter. CROSS Corsen During this time, the medical coordination center organizes the reception of the appendicis patient SAMU 29 CCMM

  24. Stage 4 : display of the helicopter to pick up the patient The medical crew is winched up on board the aircraft with the patient The helicopter winches the medical crew on board the trawler The helicopter takes off, and make a TAG in Brest hospital to take a medical crew CROSS Corsen SAMU 29 CCMM

  25. Stage 5 : evacuation of the patient The helicopter returns to hospital to drop the medical crew and the patient CROSS Corsen SAMU 29 CCMM
