Economy & Enterprise Service • Within Economic Development Planning & Housing • Alistair Cunningham, Director for Economy & Enterprise Responsible for following Services: • Economic Development • Regeneration • Climate Change • Spatial Planning - responsible for planning policy development • Why Economy & Enterprise?

  4. What is Spatial Planning? • Process of place shaping and delivery. Aims to: • produce a vision for the future of places that responds to local challenges and opportunities, based on evidence, sense of local distinctiveness and community derived objectives, within overall framework of national and regional policies. (ii) Translate vision into a set of priorities, programmes, policies and land allocations with public sector resources to deliver.

  5. Spatial Planning (cont.) (iii) Create framework for private investment and regeneration promoting economic, environmental and social well being of area. • Co-ordinate and deliver the public sector components of this vision with other agencies and processes e.g. LAA. • Create positive framework for action on climate change. • Contribute to achievement of sustainable development. • Leadership role for local authorities and elected members. • Established LDF Board to promote corporate integration.

Planning Policy Context • Reformed statutory planning system - 2004 Planning Act • Rationale - speed up and clarify plan making process • Community responsive policy making at its heart • Delivery of positive social, economic & environmental outcomes • Local Development Frameworks (LDF) replacing Local Plans • Sits beneath Regional Spatial Strategy (RSS) - replacing Structure Plans and Regional Planning Guidance • RSS and policy within LDF forms development plan • Planning applications must be determined in accordance with the development plan

  7. What’s the LDF? • Name for suite of planning documents to act as framework for development • Contains ‘acronyms’! LDDs including DPDs, SPDs, SCI, AMR, LDS • Core Strategy key document - 20 year Vision & Spatial Strategy • Based on evidence, sets out issues relating to Wiltshire and identifies outcomes to address • Objectives in Core Strategy in harmony with Sustainable Community Strategy • Place shaping role, must be locally distinctive

Wiltshire LDF • Local Development Scheme came into effect January 2009 • 3 year project plan, sets out documents to be produced Achievements: • Minerals and Waste Core Strategies & Minerals and Waste Development Control Policies DPDs - final stages of adoption Priorities: • Statement of Community Involvement • Minerals and Waste Site Allocations documents • South Wiltshire Core Strategy • Wiltshire Core Strategy • Gypsy and Traveller Site Allocations DPD

South Wiltshire Core Strategy • Housing delivery key driver • Publication of submission draft South Wiltshire Core Strategy programmed for consultation July 2009 • Representations for consideration by Inspector, not local planning authority, who will examine soundness of Plan • Inspectors report will be binding on the authority • Adoption programmed for April 2010 • To be superseded by Wiltshire Core Strategy when adopted • Community Area format to facilitate integration into Wiltshire-wide Core Strategy

Wiltshire Core Strategy - Challenges • Priority for Wiltshire Council - first step in delivering consistent planning policy across Wiltshire, must get it right! • Ambitious timescales - Adoption programmed August 2011 • Emerging Regional Spatial Strategy: - Must plan for 43,400 new homes between 2006 to 2026 (6,600 delivered by 2009) and 32,000 jobs - Includes 3,000 homes at Swindon; 6,000 at Salisbury, 5,500 at Chippenham, 6,000 at Trowbridge. - While achieving better alignment of jobs, homes and services to minimise need to travel; adapting to climate change; protecting the environment; and delivering sustainable communities.

Wiltshire Core Strategy - Where are we now? • Not starting from scratch - RSS and national policy; Community Plans; evidence developed for former district Core Strategies • Bringing together work done by district councils including consultations responses • Engaging with infrastructure providers & key agencies to develop options for distribution of growth and strategic sites • Ongoing development of evidence base (e.g. habitats assessments, Strategic Flood Risk Assessment, transportation modelling) • Working towards important formal public consultation phase late 2009 to focus on most significant parts of Core Strategy

Wiltshire Core Strategy - What Next ? • Preparation for consultation up to Oct 2009 • Consultation documents and arrangements to be agreed with Members in Oct 2009 • Formal Public Consultation late 2009 • Develop Submission draft Core Strategy - Jan to July 2010 • Publication of submission draft Wiltshire Core Strategy for Consultation - Aug to Sept 10 • Submission to Secretary of State for Examination - Jan 2011 • Adoption - Aug 2011

Wiltshire Core Strategy - 2009 Consultation Aims • To validate the outcomes from the earlier consultations undertaken by the districts and build upon them • Involve community at Community Area level in developing vision and objectives to address local issues • Seeking community views on the Settlement Strategy and preferred distribution of growth at the key settlements including identification of strategic sites for housing, employment and regeneration sites • BUT not seeking to reopen the discussion about the South Wiltshire sites and distribution of growth. • Identify infrastructure required to support the overall levels of growth and requirements of individual strategic sites

Key Messages • Some rules have been made for us e.g. RSS • Cannot challenge growth but can shape how it is provided to get the best outcomes for Wiltshire’s communities • Community Area Boards provide opportunity to discuss local issues & develop strategies to deliver outcomes to address these • Members can provide support to help and encourage positive open & honest dialogue - key community representative • Progress with the Core Strategy is important in order to avoid speculative applications, deliver plan led development and sustainable communities
