Developing Exercise Objectives and Criteria • What are exercise objectives? • Actions that the overall emergency response organization must be able to accomplish • Exercise objectives must be supported by evaluation criteria • Criteria define what must be observed to evaluate a specific exercise objective L-052: Preparation Process and Exercise Manual
