DPM Changes Already Made • Introduction and Definitions sections updated • References to NERC/WECC Reliability Standards have been added. • We may add MOD-026 and MOD-029 • “In-Service date” rather than “installation date” • Term from FERC pro forma LGIA’s • The DPM defines the role of Area Coordinators. • Removed the requirement that no more than 5% of an area generation can be netted. • Words referencing PSS requirements in the Generation section are the same • The DPM describes a step by step procedure for obtaining dynamic models for new generators and large motors from both non-registered and registered Generator Owners in the Dynamics section. Think about this process. Have we adequately summarized and described the process? • We use “GROSS” generation and SS load. • Requirement narratives have been moved to tables. Requirement tables specify the number of significant digits where required. • Unit and decimal requirements are provided in tables

DPM Improvement Needs • Composite Load Model • Base Case Coordination System (BCCS) • July 2012 SRWG update • May need to add “Planning Coordinator” (was PA) • Not responsible in WECC-0074 as TPs are • what is the process if WECC delegates to Area Coordinators? • Gates to when Planned Facilities should be included in WECC Base Cases • Provide Units and decimals for ALL model types.
What to do with: • NERC / WECC TPL Standards require studying single-phase faults with delayed clearing. • capability exists in PSLF (PSSe?) Add PSSE eventually • Additional Type0 buses are an artifact of islanding, and the PSLF “isolate” routine • Also used to indicate future not-yet-connected buses (could also be taken care of with IN/OUT dates) • Type 0 buses other than “system slack bus” • Define bus type for “area swing bus” (now 2)
What to do with: • Apparent quandary: Turbine Type appears in the PSLF database, but does not appear to be in PSLF edit tables. • Ask GE for way to display extended attributes? • Users can add columns in ePSLF installation setup • Workshop topic • Ask GE to document how to add/edit columns • Require the Turbine Type field? • PSSe may not have Turbine Type definition • PSLF v18 release notes say “PV” is type 31.
What to do with Master Tie-Line File: • Owners in MTLF do not match Member Systems in DPM Appendix 2. • Transaction table in the MTLF? • Used as placeholders, and to create bubble diagrams • Seems like it could/should differ for every case. • Populated from supplemental L&R sheets • Add detail • See MTLF Transaction specification (nothing yet) • areas involved, • schedule, • to/from entity, etc. • List of what Area Coordinators provide is in Handbook Section 2 • Coordinate with DPM • Comments very welcome
Watch for: • Might need to clarify Data rep vs. Owner • Q: responsible parties (Generator Owner(s), Transmission Owner(s), Transmission Planner(s) and/or Resource Planner(s)) cannot really delegate “Responsibility” • need a defined term Data Representative? • Is there a section on Back to Back DC Ties? • Reference?? MVWG?? • Mixing procedure with requirements… • Define who provides every piece of data
Other items • DPM dynamic considerations • Generator validation – strip out the requirement for TPs to provide • Under Generation (MOD-011, R1.2), combine paragraphs 1 and 4 • Assign yourself one or more of the “What to Do” items
