GPS Project Summary Transportation Services Division (TSD) through the Transportation Services Act Chapter 15 Article 8 NMSA 1978 along with NMAC 1.5.3 Administrative Use of State Vehicles is responsible for; • Ensuring that vehicles operating in the state fleet are operating at efficient levels and • Drivers are adhering to safe operational practices By incorporating GPS technology with existing fleet management and fuel data, TSD will be able to transform the way they manage the State fleet which should result in increased efficiencies driven by ; • Fuel reductions; idle time reductions; reduction in total miles driven and even in an associated reduction in staff overtime • This technology also has the ability to conduct engine diagnostics that can alert TSD mechanical staff of potential issues before major damage can occur
TSD MISSION & Performance Measures • Mission: “To help our customers get to their destination on time and cost effectively with safe, dependable transportation." This is right in line of what we hope to accomplish with the installation of the GPS system. • Performance Measure : • Percent of passenger vehicle leased revenue to expenses. • Performance Measure : • percent increase in short term vehicle use. As vehicles are more closely monitored more short term leasing operations can be established by moving long term leased vehicles into these operations.
GPS – Project Overview Project Goals and Objectives • Procure a GPS Vehicle Tracking system for the GSD State Vehicle Update that is capable of providing the following functionality; • Fleet Tracking – Evaluate fleet performance based on speed violations, average speed, engine on time, mileage and number of stops • Fleet Tracking Proactive Alerts – monitoring of undesired driver behavior, extended engine idling, work hour limit thresholds, spend and mileage • Fleet Reports – daily, route replay, vehicle activity, hours worked, multi location, journey idling, red flag, detailed minute by minute, fleet summary, idling, multi-state, long-term vehicle performance metrics • Fleet Fuel Tracking – verify fuel card reporting data, fuel card abuse, reduce usage and costs • TSD Vehicle Abuse Complaints – reliable source of evidence to dispute traffic tickets or customer complaints
GPS – Project Overview Project Goals and Objectives • Define Business Process Requirements • Identify System Administration hierarchy and reporting • Implement a robust and secure Web-based SaAS GPS Vehicle Tracking System over the course of the next 8 -12 months for a targeted 500 State Fleet vehicles • Train GSD Staff and Pilot Agency Fleet Coordinators on system functionality, alarming and reporting • Continue rollout over the next 2 years to all Fleet Vehicles and Customer Agencies.
GPS – Project Overview • Technical Specifications • SaAS web-based GPS System that will be hosted and managed off-site. • Data will be secured with SSL cert and transferred over https and managed by vendor proprietary software. • Platforms will utilize a mix of Linux based Open Source software and commercial SQL database servers, Mapping and Geocoding/Reverse/GIS products. • Account hierarchy with roles based security will be built to allow for centralized control but with flexibility to give Agency Fleet Coordinators the ability to view activity of their leased vehicles
GPS – Project Overview • This technology has been implemented and is in use by several NM public entities • County of Bernalillo, • City of Albuquerque, • State of New Mexico Regulation and Licensing Department. • GSD has met with the County of Bernalillo to learn from their experience with GPS software and lessons learned. • A very successful TSD State Fleet pilot project was implemented during the spring of 2013. Devices were installed on 30 vehicles and Pilot was conducted for a three (3) month period.
