Our Work • The working group constituted itself on 13 September 2013 • Initial phase of generic discussion on the concept • Areas for action representing the “broader concept of FC” presented to the GPC on 5 December 2013 • Analysis of the findings of the ToCoWork project and participion in the final ToCoWork conference in Feb. 2014 • Update of the list of Framework Condition Areas and final structure of our report • Drafting chapters of the report, and preparing the 1st draft report for discussion in GPC • The group will continue its work after the discussion in the GPC and the guidance given by the GPC members • A refined report will be delivered to GPC members before the summer break Martin Schmid

The six JP Functions 1. Governance Governance systems; involvement of stakeholders, the scientific community and industry as appropriate; issues of openness and transparency 2. Strategic Process FLA as choosing and defining priority areas, stock taking of ongoing and planned research, actors and infrastructures, defining a vision, elaborating an SRA, implementation plan, regular updating 3. Alignment Alignment as defined and substantiated by the Alignment Working Group 4. Joint Activities Including peer review and other issues related to various kinds of joint activities, funding issues 5. Dissemination and Use of Research Findings, Innovation and IPR issues 5. Evaluation of JPIs Self-assessment and evaluation of JPIs Martin Schmid
Enabling Environment What is the GPC’c opinion on the choice for areas (listed below) for options for action on political level in order to create a more enabling environment for Joint Programming in the European Research Area. • Options for harmonizing rules for R&I funding throughout Member States and Associated States • Potential for establishing an ERA-Mark Label for Programmes/Funders • Options for alignment of national R&I Strategies • Options for mutual opening up of national programmes Martin Schmid
Minimum Conditions We make clear recommendations to JPIs, MS/AS, EC and other stakeholders. Building on the recommendations and depending on the GPC’s opinion, we intend to draw minimum conditions for JPIs to be applicable for both possible future JPIs and also as an orientation for existing ones. This implies that we would make some elements obligatory while keeping the principle of free choice for methods of implementation. What is the GPC’s opinion on this approach? Martin Schmid
