EGI Resources & Finance Michael Wilson STFC, UK EGI_DS project
Business Case for EGI • To enable the ICT of international research projects to interoperate • Avoid each project or discipline establishing its own collaborative technologies • Cost saving at national level, not at project or facility level • Audience for argument – National Funding Body, EiroForum lab. Council member www.eu-egi.org
user communities new infrastructures - PRACE Integration of the e-Infrastructure Support actions virtual labs Deployment of e-Infrastructure for scientific communities Scientific Digital Reposit. Sustainable organisational scheme • Central organisation EGI.org • Co-ordinating NGI for international collaboration • Different from EGEE • EGI.org will not collaborate with resource providers directly • No 2 year project funding cycle www.eu-egi.org
EGI Funding & Reporting Cycle resources money Register, Use resources NGI VO EGI.org report SLA Allocate resources, report money report membership Scientific User Resource Centre: Compute, Storage money money report report National Funding body www.eu-egi.org

Principles behind EGI resource management • Encourage: • Small countries to join • New scientific disciplines to join • New users to join • New resource providers to join • Charging reflects usage • Minimise accounting and billing costs www.eu-egi.org
EGI Resource Allocation • Resource Centres provide resources to NGI • NGI allocate resources to VO • NGI inform EGI • EGI monitor resource usage and report www.eu-egi.org
Long Term Vision • The EGI will be financially self sustaining for operations • Innovation and NGI expansion will be funded by projects – EU and others www.eu-egi.org
EGI Funding Model Membership fees Service Charges Project Funds INCOME Service Provisioning General Central Projects COST CENTERS COSTS COVERED Coordination Operations Projects Notinitially applied www.eu-egi.org
Estimated EGI Costs (FTE) www.eu-egi.org
NGI national costs • NGI will have to raise costs of running national infrastructure locally • Some NGI funding for international collaboration may be available from EU www.eu-egi.org
Membership Fees • Cover central co-ordination costs • EGI.org Management and Administration • All EGI member NGI pay fee • Fee set by EGI Council annually • Annual fee calculated to cover next annual costs • Approx. estimated annual total - €2m • TERENA charging metric • 8 Bands of NGI • GNI based bands www.eu-egi.org
Comparison of charging metrics • Population & area are dominated by Russia • GNI/GDP fee detailed per country, varies annually in detail • TERENA banding reflects GNI, but more stable • In the long term, a mixed membership and usage fee may be required www.eu-egi.org
Project Funding • Cover innovation costs • Initially cover operational costs • EU regional & structural funds • NGI bid themselves or in federations • EU DG INFSO fund EGEE approx €16million pa • EU DG INFSO continue for initial EGI period • EGI coordinate proposal by all NGI • To sustain EU funding the EGI MUST: • Sustain innovation, European integration • Increase user count • Increase scientific disciplines supported • Make significant contribution to scientific achievement • Report significant achievements www.eu-egi.org
Service Charges • NOT to be used initially for NGI • Resuorces Are already paid for by NGI/resource centres • EGI Service charges Required for (own CA) • International Facilities • Users from non-EGI countries • Available Measures • Processing used (by VO) • Data Storage used (by VO) • Job Submission count (by CA) - pilot jobs • Michael’s Proposed Measure • Sum across all international VO (Proc usage per VO / NGI CA proportion of VO membership) • Need to test reliability & accuracy • Need to negotiate acceptability with customers www.eu-egi.org
EGI Reporting • EGI.org reports to: • NGI • VO • Reports provide basis for reporting to Funding Bodies: • Resources provided by NGI • Resources consumed by VO • NGI CA users in VO • During EGEE III accounting system will migrate to produce these reports www.eu-egi.org
EGI Resources & Usage www.eu-egi.org
EGI Council Voting • Proposed Council voting follows TERENA precedent • Votes allocated to bands of NGI based on World Bank GNI • The majority is balanced between small and large countries www.eu-egi.org
Next EGI_DS Actions • EGI_DS to produce document templates: • Agreement for a VO to use EGI.org – including policies for users to join the VO • Agreement for an NGI to join EGI.org – including policies on resource providers. • Agreement for an International Facility to use and provide resources to EGI.org • Annual agreement for an NGI or International Facility to provide resources and funding to EGI.org • Annual report from EGI.org to a VO • Annual report from EGI.org to an NGI • MoU with non-European countries www.eu-egi.org
