Background • 2017 Act 21 (Aquaculture Bill law): • Allows DNR transfer of fish/eggs to private entities • Requires the DNR to review: • VHS rules and regulations (with DATCP) • Fish hatchery classification system (with DATCP) • Classification of established non-native bait and forage fish • Requires DNR rule-making: • Fish donation procedures • Role of genetics in stocking AGENDA ITEM # 4E2, Todd Kalish, Fisheries Management Deputy Bureau Director

  3. Aquaculture Team 1 • Consulted stakeholders to ensure that public/private partnership to raise fish will meet participant needs • Developed criteria for an RFP to meet Lake Michigan steelhead stocking quota • RFP submitted in March 2018 • Contract was awarded to one private farmer  raise 50,000 steelhead annually for 3 years • 55,000 steelhead delivered to the private farmer in August 2018 to be stocked in spring 2019 AGENDA ITEM # 4E2, Todd Kalish, Fisheries Management Deputy Bureau Director

Aquaculture Team 2 • Worked on DNR rule and internal and external guidance documents • Worked with DATCP on their fish transfer rule • Developing partnerships with private fish farmers • Improve access to genetic strains through surplus DNR-raised fish • Consistent application of private fish stocking permits • Evaluating non-native fish species status AGENDA ITEM # 4E2, Todd Kalish, Fisheries Management Deputy Bureau Director

  5. Rule Provisions • Two provisions in Act 21 are required as rules: • Define the role and extent that genetics is involved in DNR’s fish stocking strategies • Standardize the DNR’s fish donation procedures AGENDA ITEM # 4E2, Todd Kalish, Fisheries Management Deputy Bureau Director
