IT Exemption What does it mean to the HGC? A company registered as a section 18A company, is a non-profit organisation/ welfare organisation/ public benefit organisation registered with The South African Revenue Services, with the sole purpose of furthering the community or a special purpose project, and with the intention to not make a profit from their activities. HGC becomes a net VAT receiver. HGC will no longer charge VAT, but will still be able to claim it from SARS. However, we need to deliver certain requirements to SARS to keep this status and need a sub committee to form to see this through by 2017
IT Exemption What does it mean to me? • Contributions are tax deductible Eg 750.60 * 12 = 9,007.20 • A receipt will be issued at each contribution • A Section 18A certificate will be issued at the end of the financial year with your contribution amounts starting 1st March 2016 • The tax deductible amount is limited to 10% of taxable income • BUT, can we ask that the VAT element of your previous contribution be kept in place

CSS Tactical • Driveway Robbery/follow homes: • In general victims are selected at a shopping centre/public places • Victims are selected: • for having substantial amount of jewellery on. • Substantial amount of Cash • Specific items like Rolex watches • Once a victim is identified the spotter will notify the group (2-4) of suspects that will follow the client normally home or at a location that makes it easy to quickly box or corner the victim and point them with a Firearm. • Suspects then take control of the victim and collect the items that was scouted. This generally takes around 1 to 4min to complete the crime and lessen the chances to be apprehended.

Objectives • Perform basic neighbourhood clean up duties historically performed by municipalities • Collect litter • Maintain “general use” areas (cutting grass / trimming trees etc.) • Basic maintenance of shared Spruit area • Removing invasive vegetation • Maintaining fence etc. • Liaising with authorities to: • Maintain servitudes • Enforce bylaws
Initiatives 2015-2016 • Supported Spruit Day 2015 • Removed approximately 200 invasive trees • Organised and supported multiple “Clean-Up” operations with CRA and BSRA to dissuade displaced persons from residing in the Spruit • Engaged with authorities (SAPS/JMPD/City Parks/Urban Inspectorate) to initiate formal clean up operations • Single partial operation performed in April Lack of support from HGC residents hamper these joint initiatives
Plan for 2016-2017 • Establish a workable bylaw enforcement plan jointly with CRA and BSRA to cover the William Nicol to Jan Smuts Spruit Area – end July 2016 (Urban Inspectorate – Joint operations). • Escalate to media if not in place by due date • Formalise the appointment of General Workers to comply with basic conditions of employment • Arrange quarterly community clean-ups to increase awareness of pressing environmental issues and bylaw infringements
General Discussion points • Should we allocate budget to renting a tractor mower 2-3 times per year to supplement the City Parks mowing operations on the spruit? • Open forum suggestions for addressing the vagrancy issue on the spruit (must be practical and legal) • Requests / suggestions that can be supported by the environment portfolio.
