Common PA Issues • Lack of Communication with FEMA • Applicant staff may not be fully familiar with the grant program • Eligible line items were NOT included in Project Worksheets • Ineligible line items WERE included on Project Worksheets • PW’s lacked adequate documentation
Results of These Issues • Relationships deteriorated between FEMA representatives and Applicant staff due to a failure in communication on the part of one or both parties. The result was less than full assistance and cooperation from FEMA.
Results of These Issues • Applicants tended to use staff that was not fully familiar with the FEMA PA program, nor with the frequent policies changes. The result was Project Worksheets that were missing eligible line items. In some instances, entire eligible projects were not submitted.
Results of These Issues • Line items that are not eligible for the FEMA PA program were frequently included on Project Worksheets resulting in FEMA disallowing those costs. When costs are disallowed, that PW falls under closer scrutiny and the risk of ELIGIBLE items being disallowed increases greatly.
Results of These Issues • Project Worksheets often lacked adequate documentation to support the claims made. The result was a disallowance of line items that were eligible, but were not properly documented.

FEMA Grant Mgm’t Services (Cont) • Address and resolve any issues that arise during the project validation process • Assist the Applicant to prepare for and attend all project closeouts & audits • Assist the Applicant in writing appeals when necessary • Upon completion of all projects conduct a debriefing with the Applicant
