  2. West Lothian Armed Forces Community Covenant INTRODUCTION Scotland has a significant Veterans community of approximately 400,000. In West Lothian we estimate there to be 10% of the local population to be Veterans = 17,500. They consists of people who were born in Scotland and those who have chosen to remain hear after military service.

  3. West Lothian Armed Forces Community Covenant There are currently 12,000Armed Forces Personnel currently based in Scotland. This figure is expected to rise to over 14,000by the end of this year. We have approximately 1,200 -1,400 Active personnel living in West Lothian, and once families are added to this, we can see that this is a significant number of people (Approx4,800 in Total).

West Lothian Armed Forces Community Covenant The Armed Forces Covenant In July 2011 the UK Parliament made a series of promises and undertakings to be delivered by the Scottish Government on behalf of the Armed Forces Community and your Local Authority, and it was named; “The Armed Forces Community Covenant”

  5. West Lothian Armed Forces Community Covenant What is the Armed Forces Community Covenant ? The “Covenant” is an agreement made between. The Government, the Armed Forces (including families)and West Lothian Council. The agreement is for everyone within the West Lothian and is available to :- Private individuals,Charitable Organizations, &Community Projects. All can apply for the funding of projects or personal needs (dependant on the criteria).

  6. Who Can Benefit ? Service Veterans & Personnel from all branches of Her Majesty’s Forces. Navy,Army& Air Force It's for those who served in the Armed Forces in the past, Veteransor their widows, including their families, not forgetting our existing Service Personnel and their families also.   7. West Lothian Armed Forces Community Covenant The Definition of a; “Veteran” A Veteran is a person who has served at least ONE Day in Her Majesty’s Forces.

West Lothian Armed Forces CommunityCovenant West Lothian’s Involvement The Community Covenant was signed on the 27th April2012 by all parties concerned and it committed the signatories to abide by & honour the covenant agreement to the Armed Forces Service Personnel and their families. It also recognised those Veterans who had in the past acted with distinction and demonstrated their valuable contribution to the Country and their Community.

  9. How dose it work ? The Community Covenant aims to deliver 6 Key outcomes in support of Service Personnel living within West Lothian. West Lothian Armed Forces Community Covenant

Key Outcome No1 West Lothian Armed Forces Community Covenant Children, Young People and their Families: This outcome aims to encourage the building and development of relationships which will improve the lives of the young people and families of Veterans and Serving soldiers residing within the West Lothian community, It should also provide the support and means for Transiting Service Personnel and their families to achieve a full and useful education, through the use of local facilities.

  11. West Lothian Armed Forces Community Covenant Key Outcome No 2 Health & Well-being: Aims to work together to develop services focused on Health & Well-being, including access to health services plus the building of a sense of belonging for service families within the West Lothian Community.

  12. Key Outcome No 3 West Lothian Armed Forces Community Covenant Housing: To develop a clear housing support strategy. And to provide guidance & direction through the Local Authority and the Armed Forces framework, so that each partner is aware of what can be expected from a Local Provider and what is required of Both Parties.

Key Outcome No 4 West Lothian Armed Forces Community Covenant Community Partnerships: This outcome is about Working in Partnership to create opportunities for Armed Forces personnel and their families to become involved in & part of the development of Local Services within the Community and its Community Councils. The structures that include the involvement of Emergency & Neighbourhood Community support.

Key Outcome No 5 West Lothian Armed Forces Community Covenant The Support to Veterans & Their Families during Transition: To consider and support the needs of Service Personnel & their Families during and after their release from the services back into the Community. “To make them feel at home”

Key Outcomes No 6 West Lothian Armed Forces Community Covenant Employability: To identify measures to support transiting service personnel and their families so that they may achieve positive outcomes and gain meaningful employment. Ex Service personnel can produce a variety of skills and many may set up their own small businesses which would benefit the wider community. This should be supported and encouraged by all.

Application Process The Start • A Project / Idea should be generated by an individual member of the community or local organization. • By using a West Lothian Armed Forces Community Covenant Application Form. • The completed Application should then be sent to the West Lothian Community Covenant Funding Panel for initial consideration and endorsement.

  18. Application Process Continued • The approved proposal is then sent with West Lothian Community Covenant Funding Panelsrecommendations to MOD Covenant Team in London. • The MODCovenant Team Panel Consider the bidat their quarterly meetings held in; - March, June, September or December. • On acceptance the Bidder and the MOD Panel will agree on a method of distribution for the funds.

  19. Application Process Continued • MOD Covenant Team will notify successful applicant of the outcome of their application (including the unsuccessful ones). • Both Parties then sign the Terms of Agreement and Conditions in order for funds to be released.

  20. Funding Release ProcessTerms & Conditions Short term / low cost projects Payment may be One Off or In a Phased release as agreed by both parties. However initial funding will be released to allow the project work to commence.

  21. Funding Release ProcessTerms & Conditions High cost project Funds would be released to the Local Authority or Project Lead for distribution as required. Each Projects progress will be evaluated after an agreed time period. When further funding can or would be released if project conditions are being met.

  22. Funding Process Terms & Conditions • Long term / High cost project • On Project Completion • Projects may be evaluated by the West Lothian Community Covenant Funding Panel as per the Terms & Conditions arranged at the beginning. • The Applicant should provide a completion report for the WLC AFCC records - if required.
