Main opportunities 1. Training/consultations/seminars on specific instruments procedures before launching of CfP, to increase absorption capacities of LA 2. Target in bilateral EU cooperation (in the CS and NIP) support to LA 3. Given the shortage of HR in LA structures, build on examples of simplified procedures. 4. Direct budget support could be provided directly to LA, if a decentralization process is ongoing 5. In kind contribution should be valued.
Main obstacles/challenges Difficulties in some cases for local authorities to fit in their budget EC grants due internal procedures or conflicts between services in local administration (Morocco) 2. Difficulty to target small and medium LA. 3. Difficulty to indentify good european partners 4. CN no Full Application Form 5. Language barriers
Good Practice (successful examples) 1. Supporting mechanisms (helpdesks) on specific programs (like it is already done for CIUDAD) 2. Strengthen cooperation between municipalities from the EU and municipalities of ENPI countries 3. Cross border cooperation has proved to be a good tool for LA (Belarus) 4. Priority to be given to financial sustainable projects (SYRIA) 5. Ring fence according to the capacities of LA (Lebanon)
Key messages/innovative ideas Simplify EU procedures 2. Adapt existing EC instruments (Twinning/TAIEX/D/BS) so LA can benefit from them. 3. Cooperation between municipalities inside the country with EU funding (LA to LA) (Moldova) 4. Donor and LA target a particular field of activity 5. Foster real partnership
