  1. The survey was undertaken by Meghalaya Right To Information Movement.

  2. Survey Area 1.West Khasi Hills District Nongstoin Block : Domkyrkoh, Mawthoh and Shnongkohkam falls under the. Shohphria village which was listed as being under Nongstoin Block falls under the Mawthadrashan Block but was nonetheless surveyed after consulting the Survey team in Delhi. Mawkyrwat Block: Sohma, Mawranglang, Tynnai And ramtrai falls under the. 2. Ri Bhoi District Umling Block: Hatimara and Upper Bagan villages. The other two villages that were listed as being under Umling Block, namely Nongrim Jirang and Nongwah Mawlein fall under Jirang Block and were also surveyed. Umsning Block: Sngahtyrkhang, Umjarain, Lad Umpih and umsarang villages. 3. South Garo Hills District Chockpot Block: Dobagiri, Nachi Adugiri, Janiagiri and Gongganggre villages. Rongara Block: Dombuk Atong, New Rongara, Chenggni Champa and Hangsapal villages.

The team had to however drop Hangsapal given the fact that the survey was being done during the height of the monsoon and it would have involved taking a half day journey by boat which is available only on market days to the nearest pathway in a Reserved Forest through which one has to walk another 8 hours or more to reach the village. Also given the insurgency situation in the District, it was felt that the better option was to choose another village. The Survey team in Delhi suggested that we list the other villages of the Block and do a draw to pick a new village. The new village arrived at was Ampanggre.

  4. After the training held at Bangalore the survey methodology and tools were shared and discussed with other members of the movement and it was decided that every district will consist of a team of 4 people so as to cope up with survey deadline and the amount allocated. This team of four members was further split into 2 members per block. For Garo hills there were only 3 members. A 2 day training cum field testing was held at Shillong for the team members

In addition to thorough briefing on the tools and methodology, the training included a revisit of the RTI Act – with examples of how applications should be written and cases of applications in the state - a briefing on Schemes etc particularly pertaining to the Public Authorities selected for the survey, namely Health, District Councils, Education, PDS and C& RD. The survey tools that were to have been in local languages were not ready for the state level training and there was much confusion regarding these as the ones received in the second half of the last day of training were also not coded and responses not translated. Hence the team had to rework all of these and redo the translations. A sheet containing the translated questions . answers and codes were given to each team member who then filled in in the English questionnaires during the survey. Translations were done for Khasi and Garo Languages

  6. No PIO’s are available at Village Level. The closest PA was the Block. • Most of the PIOs / DAAs were not present in the office, so people cannot file their application. • If the officers are in the office, they are not ready to accept the application, and said that they are not PIO’s. • Many of the villages have heard about RTI but they thought that it is to be used before election only. And it is clear that they are not aware about it. • People are still reticent and afraid to use RTI.

  7. The Total amount spent for the survey is Rs. 132745.00. (One lakh, thirty two thousand, seven hundred and forty five) only, of which only the first 2 instalments have been released. Of the postcards distributed during the survey, 4 have returned indicating that the people have got some form of response. Apart from these, the West Khasi Hills District team has also carried out follow up work with the applicants and revisited the Public Authorities to collect information and some have filed further RTIs.
