Multimedia Development Corporation (MDC) • A private company wholly owned by the Malaysian Government. • Created to facilitate the development of the MSC, expedite entry of investors; spawning and nurturing of Malaysian ICT technopreneurs. • Empowered to grant MSC-Status to companies. • Reports to the MSC Implementation Council – chaired by YAB Prime Minister and consists of members of Cabinet and agencies.

Background of MYREN • First Research & Education Network established in Malaysia in 1997, TEMAN – Test-bed Environment for Malaysian Multimedia Applications and Networking • A network based on ATM, connecting 6 universities, ISP & telco research labs in Peninsular Malaysia • Research areas focused on ATM networking research & testing, multimedia applications development and others • Now second evolution of R&E network for Malaysia spearheaded by Ministry of Energy, Communications & Multimedia, named Malaysia Research & Education Network (MYREN) • Connectivity to all universities, research organizations – initial bandwidth from 2 to 155Mbps • Malaysian scientists & researchers are already collaborating with counterparts in Europe, North Asia, US

Background • ASEM 4 (19 Sept 2002) • Malaysia offered to host South-east Asia (SEA) hub • e-ASEAN (14 Jan 2003) • Malaysia introduced SEA hub proposal to ASEAN partners • EC Ambassador to Malaysia (7th May 2003) • Indicated funding is available for SEA hub • TELSOM (16th Sept 2003) • SEA hub presented by Korea during ASEAN+3 TELSOM Meeting

SEA-REN • Propose connections from Malaysia to member countries with capacity of minimum 2Mbps, subject to demand and requirement • Connections are to member countries established Research & Education Network (MYREN, SingAREN, PREGINET, UniNet, Thaisarn) through peering arrangements with Malaysia to be the Traffic Exchange • Connections are bilateral with one half circuit provided, maintained and managed by Malaysia and the other half circuit by respective countries • Network Operations Center in Cyberjaya, Malaysia for network management & troubleshooting

SEA-REN Network Operations Center Location: • MSC Flagship Center, Cyberjaya Malaysia Network: • Data Center for network elements & telecom equipment • Control Center, tracking network health and statistics Administration & Helpdesk: • 24 X 7 Operations managed by a dedicated technical staff • Reporting, Fault management, Network troubleshooting Demo & Presentation Area: • To showcase results of collaborative research projects

Terms of Reference for SEA-REN NOC • NOC is to have 99.9% service availability. • Transport & IP layer at a 99.5% service availability (3.6 hours max downtime per month) • 24x7 Helpdesk • Bandwidth change (without port upgrade): 14 working days • Bandwidth change (with port upgrade): 30 working days • Maximum 2 hours for fault restoration with 2 tier escalation process • Facilitation of change request & fault reporting via 2 helpdesk numbers and on-line form (made available on website)

Acceptable Use Policy Acceptable Uses • Research activities, as approved by SEA REN Governing body, which require, or significantly benefit from the use of high-speed networking. • Collaborative development of applications or content, e.g. multimedia, courseware, imaging, etc. • Testing or trials of applications expected to lead to future commercial implementation, significant scientific advances, and improvements in quality and performance or cost reductions. • Video conferencing and other forms of communications linked to approve research and development projects. Unacceptable Uses • Use of the network for any unauthorized purposes or to achieve unauthorized access to systems, software or data. • Use for commercial or for-profit related activities, not related to any specific research project. • Any use for private or personal business. Interpretation, Disputes, and Adjudication • Users seeking interpretation and exceptions of this Acceptable Use Policy should refer their queries to the SEA REN Governing body, who will seek the counsel of the Technical Committee as appropriate before publishing a response.

Conclusion • Developing nations in South-east Asia Cluster recognize need to invest in R&D • However, R&D efforts now scattered throughout the region, more competing than collaborating • Also, funding for research remains inadequate and cannot match Research Expenditure/GDP levels of developed nations • Recognized that National RENs can help consolidate parallel research efforts, save precious resources, shorten research duration. • Establishment of SEA-REN and tie-in with TEIN will open new areas of research in Asian centric fields e.g. traditional medicines, Medical research, tropical ecology & natural resource management, etc.

Proposed Next Steps • Expedite plans for TEIN 2 expansion (South-east Asia Cluster) – governance, network design, pilot research projects, funding • Set target for commissioning of SEA-REN by 3Q2004 • Malaysia propose to host SEA-REN Seminar in KL (May 2004) with objectives: • Consensus between National RENs on technical, operational, governance policies • Discussion of pilot projects for cross border research
