1. TC ASCR: Introduction • Established in 1994 by 5 ASCR institutes – non-profit • Currently 71 staff in 5 departments: • EU Research PromotionDpt. TCASCR: Strategic Studies • Mission: To provide quality professional analytical and conceptual basis for strategic decision making in R&D and innovation at four levels: • European, • national, • regional, • at the level of individual research organizations. • Financing: MEYS since 2004 + other sources • 14 analysts with different background

CR and TA: TA Stakeholders • (P)TA in the CR is not institutionalized = „non-PTA“ country • No official (P)TA institution / bigger project / unit.. • 2 Parliament units dealing with the SaT issues: • Committee on Science, Education, Culture, Youth and Sports within the Chamber of Deputies • Committee on Education, Science, Culture, Human Rights and Petitions within the Senate • Government Office (CRDI), MEYS and MIT = major STI executive power players and TA stakeholders • Public R&D - Academy of Sciences – 53 institutes and nearly 7 000 staff // individual universities • Association of Research Organisations, Engineers Academy.. • Private R&D - Škoda Auto, Siemens, Zentiva..

CR and TA: TC ASCR • Expertise in the field of ERA/FPs, TT/EEN, promotion of the Czech reseach/CZELO, STI analysis and policy studies • Experience in organising conferences (SusDev, EuroNanoForum, Eufordia, Reseach Connection, CZEDER..) • Members of ETAG, EPTA meetings observer, cooperation with UNIDO, PACITA partner • Cooperation still mainly with the executive (CRDI, MEYS, MIT), not with the legislative power (Parliament) • PACITA dissemination activities in the CR – national workshops, newsletters, website, parliamentary debates, summer schools, TA conferences.. • Relevant contact database of stakeholders (policy-makers, academia) • TC – potential „driver“ for creation of the Czech TA unit in the future..? (STI management experience)

3. TA Conferences: Background information I • Tradition: TA Conferences tradition (Bonn 1982, Amsterodam 1987, Milano 1990, Copenhagen 1992, 3 ECTA) - topics: methods of TA, institutionalizing TA units, (inter)national and regional TA networks etc. • Specific role: In creation of an open societal dialogue and increasing the effectiveness of policy-making. • Aim: To recapture the academia in the TA field by taking into account the public and political interests; to reduce the gap between TA practioners, scientists and politicians; and to support the European TA network development by addressing the entire European TA community.

TA Conferences: Background information II • Audience: 250 TA practitioners in Prague and 500 in Berlin– people working in TA institutions and politicians, stakeholders – who could clarify the public understanding of what the TA means, TA as policy advice tool. • Date: Firstconference – Prague 2/2013, second – Berlin 2/2015. • Organisers: TC ASCR and KIT/ITAS. • PC: nominated by thetask leader (KIT) in agreementwiththecoordinator (DBT) and the partner (TC ASCR) = at least 5 TA experts and/orpolicymakers and one person from KIT • Taskofthe PC: to preparetheconferenceprogrammes. Draft oftheprogrammewillbeaccepted by the PACITA consortium.
3. TA Conference 2013: Subject areas • Title: „TA and Policy Areas of Great Transitions“ – e.g.: health care, energy supply, climate change, mobility, ICT.. • Subject areas (CfP): • What kinds of knowledge and dialogue do we need for decision-making in societies in order to accomplish the great transitions? • What kinds of projects and programmes, institutions, approches and methods are needed by TA in these processes? • What are the special interests and needs of EU MS in the various areas of the EU with respect to policy advice for the great transition? • What are the main results of projects on topics related to the great transitions? (HC and ageing society; ES after Fukushima disaster – renewables; Mobility – urban transport, logistics, e-mobility; Changes to societal relationships through ICT..) • Conference topics: to be discussed further in the afternoon session (draft by KIT)
