Background : TA in SEARO • WHO provides technical assistance at the request of government, agencies and other technical partners • Interventions are planned as partnerships that support national/local autonomy in defining and reaching objectives that reflect international standards and policies
Background : TA in SEARO • Countries need TA: • 11 member countries • 5 high TB burden countries • 5 high MDR –TB burden countries • TB/HIV co-infection settings • GF grants: • 10 countries receiving TB grants • 3 countries in TFM
Key principles for TA • Long term capacity building approach • Short term results • National Strategic Plan is always guiding • Partnership with National TB Control Programme • Linking international and national stakeholders • Health System and interdisciplinary approach • Innovation • M&E of technical assistance • Developing into a learning organization
Intensive technical assistance • Increasing case detection • Improving treatment outcomes • Developing human resources • Following international standards on TB care and guidelines • Implementing global strategies
Short-term technical assistance • Field visits and other site visits • Programme reviews and evaluations • Training programme • Laboratory system assessments • Drug and material procurement • Ensuring logistics and deliverables
Challenges in SEARO for TA planning and coordination • No formal joint TA planning at country level • Sharing of plans among partners limited • Weak leverage of NTP to coordinate TA (limited financial and human resources) • How to ensure availability and quality of TA • How to make countries see the benefit of TB TEAM • Lack of predictability in funding TA
TA planning and coordination in SEARO- Needs • Planning of TA needs in collaboration with country team and partners through WCOs • Coordination of identified TA supports to the countries • Regular monitoring of TAs to the countries • Seeking fund for indentified TA needs in the countries
