Genesis & Purpose • Clearly articulate to a broad stakeholder audience the Bank's approach to engaging in NRM issues • Highlight cross-cutting issues which tend to fall between or across multiple government institutions • landscape approaches • integrated analysis • rural service delivery • secure property rights • Contribute to discussion of priority actions to be undertaken in the medium-term • Support development of instruments such as PRSO, sector programs, etc.

Underpinnings • Based on ongoing sectoral dialogue within TWGs but may also reflect views expressed by other stakeholders • Consistent with and based on the current Joint Monitoring Indicators, existing Government sectoral policies • Builds on completed work: • Interim Land Policy Strategy • NSDP • Rectangular Strategy • Forest Policy Statement • “Cambodia at Crossroads” • DANIDA-DfID Program Documents

  5. Scope • Current draft covers areas highlighted in WB Country Assistance Strategy – Forest, Land, Biodiversity • “Living Document” adjusted as issues emerge and programs develop • Potential additional areas???

Primary Objective • Improve Communities Access to Natural Resources • Agree on specific challenges that currently limit progress and strategies to address them • Align policy and regulatory developments with piloting and implementation support (ex. demarcation) • Mobilize new resources to help close the gap between policy and practice

  7. Establish the Institutional Basis for Integrated NRM • Build on experience with integrated land use planning at local level • Improve the quality and transparency of information • Strengthen natural resource monitoring

  8. Strengthen Property Rights • Identify and strengthen existing claims to land and other natural resources • Expand titling for: • Private lands • Rural poor • Highland peoples • Resolve the occupancy of state lands • Implement fair mechanism for land expropriation/resettlement • Strengthen inter-Ministerial coordination and dispute resolution mechanisms

Improve Forest Incomes • Develop National Forest Program • Pilot commune-based forest management • Expand and strengthen community forestry • Integrate benefit sharing into production forestry and land use planning • Strengthen understanding and control of forest crime (prosecution, demarcation, etc.)

  10. Not mentioned but not forgotten… • Develop and implement supportive Agricultural policies and programs • Improve Conservation Outcomes • Increase incomes from sustainable fisheries management (DfID)

  11. Poverty Reduction Support Operation (PRSO) • Multi-donor instrument • Multi-year program of reform • Responsive to evolving demand • Triggers tied to: • new policy development or • accelerated implementation of existing policies

Next Steps • Continuing dialogue within TWGs • Continuing inter-Ministerial dialogue on coordination organized by RGC • Incorporation into PRSO discussions • Define triggers for years 2 & 3 based on medium-term plans agreed with TWGs • Public consultation (to confirm scope and emphasis) • Integration of agreed measures into annual work programs, new JMIs, others
