Performance Framework Pre-Trial Run Draft Discussion Presented to Hawaii Public Charter School Commission’s Performance & Accountability Committee Presented November 29, 2012
Goals • Review the purpose of the performance frameworks and provide a brief update on the performance framework development process • Highlight important pieces of the performance frameworks • Answer questions from the Committee members regarding the framework content and process
Performance Framework Progress • Held conference calls with Commission liaisons and CSAO staff on each of the framework drafts • Revised frameworks based on calls to create pre-trial run frameworks • Completed initial financial framework trial run • In the process of collecting data for the academic framework trial run
Highlights of Academic Framework Pre-Trial Run Draft • Aligns with Act 130 and NACSA Core Framework • Growth-to-standard likely to be included in future iterations of state system and therefore is not called out separately in framework • Comparison measures are currently labeled as standard but Commission could choose to make optional
Highlights of Financial Framework Pre-Trial Run Draft • Removed debt measures from NACSA Core Framework (i.e. debt default, debt service coverage ration) • Strengthened target for debt to asset ratio • Added unrestricted fund balance percentage and change in total fund balance
Highlights of Organizational Framework Pre-Trial Run Draft • Aligned with Act 130 and other laws, rules, and policies, as well as the NACSA Core Framework • Continuing to ensure alignment between organizational framework and charter contract template drafts
