Learning Objectives and Evaluation • Students will be able to explain, to the instructor’s satisfaction, the basic history of ARMER. • Students will be able to explain, to the instructor’s satisfaction, the basic attributes and detriments of the ARMER radio system. • Students will be able to explain, to the instructor’s satisfaction, the basic attributes and detriments of interoperability on the ARMER radio system. • Students will demonstrate knowledge and retention of training material through a testing process. 6 Tomorrow's Solutions Today

What is ARMER? • ARMER • “Allied Radio Matrix for Emergency Response.” • State of Minnesota radio system • Project 25 (P25) Standards based system. • Manufacturer’s design equipment to a standard that was set by outside sources and agreed to by the manufacturers. • System designed to address recognized communications failures like in New York on 9-11. • Operates in the 700/800 MHz radio spectrum. • Build-out started in the metro area late 90’s early 2000’s. 7 Tomorrow's Solutions Today

ARMER Vision • All agencies supporting public safety in the State of Minnesota (local, regional, tribal and non-governmental). • Will have routine access to a communication infrastructure (voice and data). • And participate in a governance structure supporting infrastructure that is able to provide seamless communication interoperability between jurisdictions across public safety disciplines. • Necessary to support day to day operations, regional operations, statewide operations. • Across state and national borders, when necessary. • That is capable of supporting National Incident Management System. 8 Tomorrow's Solutions Today

  13. Governance Structure Authority is granted to the State Radio Board (SRB), also known as the Statewide Interoperable Executive Committee (SIEC) to govern at a state level. Minnesota statutes provide for the creation of Regional Advisory Committees (RAC) and Regional Radio Boards (RRB). 13 13 Tomorrow's Solutions Today

  16. ARMER STATE TOWER SITES (Projected) Design built project being completed by MnDOT. As the Map illustrates approximately 328 tower sites statewide. ARMER backbone will be designed to provide 95%, county-by-county, mobile coverage.   19. 95% County-by-County Statewide Coverage • For those who are interested or really “Techy”. • Green indicates 40 dbu of signal strength. • Blue indicates 33 dbu of signal strength. • White is less than 33 dbu, but radios may still work. • ADDITIONALLY • 20 dbu loss factored in. • Propagation analysis done using both the Longley-Rice and Bullington software programs. 19 Tomorrow's Solutions Today

  20. 95% County-by-County Statewide Coverage • When we look at the state map the easy way to think about it is: • If it is green, mobile radio with little exception should work. • If it is blue, mobile radio with a few more exceptions should work. • If it is white, there maybe some mobile coverage issues. • All things considered, the map is conservative. • Remember, the state system is designed for mobile coverage. 20 20 Tomorrow's Solutions Today
