Context of the Community Plan“Brave new world” • Establish a learning environment: • Among and Between Boards • Among and Between Boards and State Departments • A learning environment is one that we believe will have collective value and mutual benefit • Community Plan information will not only be collected, but also analyzed and disseminated between and among the Boards and the Departments • Information used for system improvement, not for the “grading” of local systems
Principles the Plan is Built Upon • Keep it simple • Minimize duplication • No process questions • Meaningful information/Not rote reporting • Showcase what works “Our remedies oft in ourselves do lie” Capture emerging issues • Questions are sequenced and build upon preceding questions
Principles (continued) • More consistent and longitudinal Community Plan approach from year-to-year • Understandable • Consumer focus • Extractable data • Not punitive/No “gotcha”
Document Outline“This is the long and short of it” • Preamble/Introduction • 10 Sections: • 14 questions • Last 3 questions are optional • 1 Appendix, which has definitions
Document Structure“How do I love thee, let me count the ways” • Committee started with a focus on Compliance; Advocacy; Really Good Ideas; Emerging issues • Then blended statutory requirements with locally identified issues • Ended up with a plan that focuses on: • Environmental Context of the Plan/Current Local Status • Assessment of Need and Identification of Gaps and Disparities • Strengths and Challenges in Addressing Needs of the Local System of Care • Priorities
Document Structure (continued) • Collaboration • Inpatient Hospitalization Management • Innovative Initiatives (Optional) “Be not afraid of greatness: some are born great, some achieve greatness, and some have greatness thrust upon them” • Advocacy (Optional) • Open Forum/Emerging Issues (Optional)
Time Period of Community Plan • Coverage July 1, 2012 to June 30, 2013 • Release Guideline: January 2012 • Due: June 30, 2012 • Annual Board updates with minor changes in the document: • to provide continuity in system planning, • yet be nimble enough to provide relevant information for the development of a behavioral health learning environment and use for budget advocacy
Approval Process • Submission of Community Plan with Executive Director signature and Board of Directors’ resolution • Review process by ODADAS and ODMH • Approval of completed Community Plans from department Directors • Analysis and feedback • Community Plan committee will reconvene, 2nd quarter FY 2013, to identify trends and analysis to create the learning environment (i.e., TA by Boards and Departments; Training; Share Resources, etc.)
Additional Issues to be decided • Things not found in the Community Plan, but still required: • ODADAS Waivers • Mental Health Budget (already separated from Com Plan) • Bed-day contracting (already separated from Com Plan) • Clients’ Rights and Grievance Report (already separated from Com Plan) • Residential Facilities, Housing and Services to be provided during the planned year (slated to be removed from Ohio Revised Code in budget correction bill for SFY 2013) • Forensic Monitor/Community Linkage • Board Membership • Provider & Evidence Based Practice Portfolios • ODADAS Waivers to be included in Agreement and Assurances. The other items will come to Boards under separate cover with due dates listed in the Allocation Guidelines’ reporting schedule
