FUNDING FOR AND PROCURMENT OF VACANT PRIVATE OWNED LAND • TO BE PRESERVED • FACTS: • REMAINING AREA OF PRIVATELY OWNED VACANT • LAND IN 7 GROUPS OF 5 ACRES OR MORE 271 ACRES • ESTIMATED VALUE @ $25K / ACRE IS $6.7 MIL. • PROCUREMENT FUND STATUS IS NOW $0.6 MIL • 10 PARCELS UNDER REVIEW • HIGH PRIORITY- 3.7 ACRES $0.5 MIL FMV • ACTIVE NEGOIATIONS -2.7 ACRES $0.1 MIL FMV • OTHER - 62 ACRES $1.2 MIL FMV • PROCUREMENT LAST 3 YEARS $0.2MIL
THESE QUESTIONS NEED TO BE ANSWERED DO WE ASSESS THE MILLAGE SCHEDULED FOR THIS DEC.? DO WE REQUEST A MILLAGE RENEWAL IN THE FALL? MUST CONSIDER ALL THE FACTS MUST CONSIDER SHORT AND LONG TERM EFFECTS FACTS MUST BE AVAILABLE TO THE VOTERS TO MAKE A SOUND DECISION
HOW CAN WE BETTER SUPP0RT EFFORTS TO COMPLETE PROPERTY SALES AT REASONABLE PRICES? RECOMMENDATION SUGGEST A SESSION WITH TWP BOARD AND O/S COMMITTEE TO THE PROCUREMENT ISSUE AND MAKE A SOUND DECISION
TRAIL POLICIES BACKGROUND 2002 QUESTIONNAIRE 58% WANT NO TRAILS 42% WOULD LIKE TRAILS 2006 DEVELOPED AN INTERNAL METHOD OF REVIEWING REQUESTS FOR TRAILS 2009 PUBLISHED A TRAIL GUIDE OUTLINING 3 TRAILS BIRD SANCTUARY, PLAYSCAPE, MERIDAN ROAD.
CURRENT SITUATION. DESPITE ALL THESE EFFORTS, TRAILS ARE STILL A TESTY ISSUE MANY RESIDENTS WHO ADJOIN OPEN SPACES DO NOT WANT THEM. OTHER RESIDENTS AND GROUPS WANT THEM CURRENTLY THERE ARE THREE TYPES OF TRAILS. -ISLAND WIDE ENHANCED - ILLUSTRATED IN GUIDE NOT NEAR ANY RESIDENTS (3 CURRENTLY) - REGIONAL- NEAR RESIDENTIAL AREAS. A DISTANCE LIMIT MUST BE SET (NONE CURRENTLY) - NATURAL - WALKING PATHS NOT OFFICALLY TRAILS BUT HAVE EXISTED FOR YEARS. (3 KNOWN)
PROPOSED POLICY ENHANCED WIDE WALKING TRAILS CAN BE CONSTRUCTED IN AREAS WHERE THERE ARE NO ADJOINING RESIDENTS. PLANS MUST BE COMPLETE INCLUDING LOCATION CONSTRUCTION AND MAINTENANCE COSTS MUST BE APPROVED BY THE TWP BOARD. REQUESTS FOR REGIONAL TRAILS ADJOINING RESIDENTIAL AREAS WILL BE REVIEWED BY THE COMMITTEE PER THE CURRENT INTERNAL PROCEDURE AND EITHER APPROVED OR DENIED BY THE COMMITTEE. REQUIRES AN “ADJOINING HOME” SIGHT / DISTANCE LIMIT. EXISTING NATURAL PATHS WILL BE MAINTAINED IN THEIR CURRENT NATURAL STATE BY REMOVING OBSTRUCTIONS
ACTION REQUESTED CONCURENCE BY THE TOWNSHIP BOARD TO ADOPT THIS POLICY
CARE AND MAINTNANCE OF OPEN SPACES CODE ENFORCEMENT OFFICER COORDINATES REMEDIATION OF OPEN SPACE ISSUES AFFECTING SAFETY AND DUMPING AND APPEARANCE WHEN REPORTED. THIS SYSTEM WORKS WELL.
IMPROVEMENT ENCROACHMENT ISSUES NEED TO BE ADDRESSED IN A PROPER, COMMON SENSE MANNER. THE OPEN SPACE COMMITTEE AND THE CODE ENFORCEMENT OFFICER WILL REVIEW FOR APPROPIATE ACTION
EACH COMMITTEE MEMBER IS ASSIGNED A MAJOR OPEN SPACE PARCEL FOR PERIODIC REVIEW.
IMPROVEMENT THE OVERSEER PROGRAM NEEDS TO BE IMPROVED TO INCREASE FREQUENCY OF SURVEILLANCE AND CORRECTION OF ISSUES. ADJACENT RESIDENTS WILL BE ENLISTED TO PARTICIPATE IN REVIEWING RESPECTIVE AREAS AND REPORTING CORRECTIVE ACTION. THE GROSSE ILE NATURE AND LAND CONSERVANCY WILL BE ASKED TO PARTICIPATE.
EMERALD BORER INFESTATION HAS DECIMATED THE OPEN SPACE AREAS AND MADE THEM DIFFICULT TO TRAVERSE
CORRECTION REMOVAL OF DEAD FALLEN TREES VIA A CONTROLLED MONITORED REMOVAL PLAN HAS BEEN PROPOSED THIS PLAN SHOULD BE THOUGHT THROUGH AND IMPLEMENTED IF POSSIBLE. MEMBERS OF THE OPEN SPACE COMMITTEE CONSERVANCY AND INTERESTED PARTIES SHOULD PARTICIPATE.
REFORESTION OF CERTAIN OPEN SPACE AREAS SHOULD BE INVESTIGATED. THE OPEN SPACE COMMITTEE AND CONSERVANCY SHOULD JOINTLY ORGANIZE THIS EFFORT AND OVERSEE ITS IMPLEMENTATION
SUMMARY PROCUREMENT OF VACANT LAND THE TOWNSHIP BOARD WITH INPUT FROM THE OPEN SPACE COMMITTEE WITH THE FACTS PRESENTED SHOULD DECIDE THE NEED TO ASSESS CURRENT MILLAGE AND REQUEST A MILLAGE RENEWAL AND AT WHAT LEVEL. THE ULTIMATE DECISION WILL BE MADE BY THE VOTERS.
TRAIL POLICY THE TOWNSHIP BOARD SHOULD REVIEW THE PROPOSALS MADE BY THE OPEN SPACE COMMITTEE AND ADVISE THE COMMITTEE ACCORDINGLY.
CARE AND MAINTENANCE OF OPEN SPACES REMEDIATION OF ISSUES AFFECTING SAFETY WORKS VERY WELL. HOWEVER WE NEED TO WORK ON THE ENCROACHMENT ISSUE. WE NEED TO IMPROVE THE OVERSEER PROGRAM. INVOLVEMENT OF THE ADJOINING RESIDENTS AND CONSERVANCY WILL HELP.
CARE AND MAINTENANCE OF OPEN SPACES REMOVAL OF DEAD TREES VIA A CONTROLLED REMOVAL PLAN SHOULD IMPROVE THE APPEARANCE AND THE ABILITY TO TRAVERSE THE OPEN SPACES. WE NEED TO INVESTIGATE THE PRACTICALITY OF REFORESTATION EFFORTS
