Introduction • Purpose • To provide full restoration of cathodic protection and access to the discharge pipelines at Devil’s Den, Bluestone and Polonio Pumping Plants. • Background • Constructed from 1993 to 1998 as part of the Phase II Coastal Branch Aqueduct • CAX Plants and 57 inch I.D. buried steel pipelines lift water 1,500 feet and 134 cfs to Polonio Pass Water Treatment Plant • Existing Insulating flanges: • Do not isolate the pipelines • Historically have required frequent repairs • No means of repairing insulator / gasket • Buried with no direct access for required maintenance

Summary of Work • Excavate and remove concrete around outlet flanges at Devils Den PP, Bluestone PP, and Polonio Pass PP. • Replace existing insulating flange kits with new nuts, bolts, washers, and gaskets. • Install new insulated sleeve couplings downstream of flanges. • Construct concrete access vault around each plant's insulator. • Reconstruct corrosion test station at each plant. • Install surge protection device across couplings.
