  2. Two objectives: • Help ENTSOG with the regional plan work in 2011 • Monitoring the open season between France and Luxembourg and share lessons for future processes

  3. Third Package TSOs shall establish a regional cooperation within ENTSOG. TSOs shall publish a regional investment plan every two years, and may take investment decisions based on that regional plan (Article 12, Regulation n°715/2009) The Community-wide TYNDP shall build on national investment plans, taking into account regional investment plans (Article 8 – Regulation n°715/2009) The Agency shall monitor the regional cooperation of TSOs referred to in Article 12 of Regulation (EC) No 715/2009, and take due account of the outcome of that cooperation when formulating its opinions, recommendations and decisions. Investment project 2010Potential value added of regional plans 1/2 • Contribute to higher consistency between national and EU-TYNDP • Need for coordination between TSOs • Different obligations for TSOs as regards to their unbundling status • Identification of infrastructure and investment gaps at a regional level • Better address the relation between infrastructure and market integration in order to have an accurate diagnosis of investment needs • Deeper description and understanding of cross-border congestions • Ensure a consistent design for cross-border projects

Investment project 2010Potential value added of regional plans 2/2 • Analysis of cross-border investment plans shared with stakeholders through regional dialogue • Early dialogue on bottlenecks and capacity needs • Ex-post evaluation of TSOs’ proposals • Tool for the implementation of the SoS regulation • Regional dimension of the SoS regulation • Exchange and consultation at a regional level while preparing the preventive action and emergency plans • Possible to comply at regional level with the infrastructure standard obligation • Focus on the detailed description of cross-border projects than required for the EU-TYNDP

Work programme of ENTSOG • Regional Investment Plans for 2012-2021 • Planned for 2011 with a workshop in December “ENTSOG will start developing the concept of a regional investment plan and how it relates to the Community-wide TYNDP. Regional Investment Plan should not take the shape of regional cut-outs of the Community wide plan and ENTSOG would therefore like to devote sufficient time to the definition of objectives to be achieved and how to make the plan compatible with the objectives and requirements of the future regulation concerning measures to safeguard security of supply”. • Objectives of the project: • Provide support to ENTSOG within the GRI NW for pilots Regional Investment Plans • March 2011: preliminary discussions with ENTSOG (after the publication of the 2nd EU-TYNDP) to define the next steps

Monitoring the OS between France and Luxembourg • Open season to increase firm capacity from France to Luxembourg • Coordinated process between the TSOs (CREOS and GRTgaz) and the regulators (CRE and ILR) • Two possible scenarios: 9 GWh/d or 40 GWh/d available in 2015 • Non-binding phase launched at the SG meeting (26 Nov.2010) – ended 31 January 2011 • Binding phase to be launched in spring or summer 2011 • Aim of the project: • Use the GRI NW as a platform for discussion of the process • Outcome of discussions synthesized in a short paper in order to share the lessons from this process, in terms of coordination, allocation rules (joint allocation office), transparency etc… • Feed the discussions on the European level: revision of the GGPOS • Expected milestones: • May 2011: presentation of the progress of the OS at IG meeting • October 2011: presentation of the progress of the OS at SG meeting and preliminary lessons learned • November 2011: Final paper on lessons learned to be shared at a European level for the GGPOS revision
